Job Description
The Senior Professional Officer – Mechanical Engineer will be responsible for planning, initiating, and implementing large infrastructure projects in alignment with the City’s Integrated Development Plan (IDP) and Capital Budget. The role includes managing project compliance, commissioning infrastructure, improving operational efficiency, and ensuring that projects meet statutory and quality standards. The successful candidate will also engage with stakeholders, support cooperative governance, and contribute to developing project management frameworks that facilitate effective integration of programmes and resources.
Duties, Roles and Responsibilities
Undertake infrastructure provision planning and project identification in line with the City’s strategic mandate and legal requirements.
Initiate and plan projects in accordance with the medium- and long-term Capital Budget and IDP.
Implement and commission infrastructure projects to ensure execution and service delivery.
Plan and manage capital projects to improve efficiency and compliance with permit conditions.
Liaise with stakeholders to enhance cooperative governance, communication, and adoption of best technologies.
Support the development of frameworks for project management and resource integration.
Ensure compliance and quality standards for allocated projects, including statutory requirements, specifications, and regulations.
Provide analytical input and maintain attention to detail in project execution.
Qualifications, Education and Competencies
BSc or BEng Degree in Mechanical Engineering.
Minimum 5 years’ engineering experience, including at least 2 years in managing large infrastructure projects.
Candidate Engineer (essential).
Professional registration with ECSA (Pr Eng) – advantageous.
Registration as Pr PM – advantageous.
Valid driver’s licence.
Strong analytical, problem-solving, and project management skills.
Ability to manage compliance, quality, and stakeholder relationships effectively.
