Job Description
GIZ WatSSUP is recruiting an Advisor to support the implementation of its programme.
Duties, Roles and Responsibilities
The Advisor will ensure;
- Advisory services and capacity building to the NUWS on water supply, sanitation, hygiene promotion and sustainable transition of services in refugee and host communities.
- Provide advisory support and capacity development to the Upper Nile Water Management Zone on water resources management for system transition.
- Support the development of water source protection plans and the implementation of measures based on those plans.
- Coordinate and provide technical guidance for Cash-for-Work (CfW) activities carried out by NGOs and/or in conjunction with other partners under grant agreements, ensuring effective community engagement and adherence to project standard.
- Support community engagement and social mobilization for water saving techniques, willingness to pay, introduction of water tariffs conducted by NUWS.
- Support Cash-for-work approaches, in conjunct.
- Contribute to the review, design and implementation of the Monitoring and Evaluation of the project.
- Lead results-based monitoring and evaluation to ensure high-quality data, track project performance, and assess the impact of interventions.
Specific Tasks
- Technical advisory (70%)
- Advise the local units of the MWE (especially Northern Umbrella for Water and Sanitation (NUWS), and Upper Nile Water Management Zone (UNWMZ).
- Advises the NUWS on the transfer of water supply systems from humanitarian actors/UNHCR to the umbrella authority (Utility Model).
- Advise districts on integrated planning for transition of water supply systems in liaison with output 5.
- Support the development, adaptation and dissemination of tools, guidelines related to transition of water services.
- Conduct capacity needs assessment at various district structures and community groups.
- Lead social mobilization and behavior change activities promoting community participation in transition, including CfW, willingness-to-pay and tariff sensitization.
- Monitoring and Evaluation (30%)
- Develop a comprehensive M&E framework and design user-friendly reporting templates that make project progress and impact easy to capture, analyse, and communicate.
- Ensure accurate and timely reporting against GIZ standard indicators and Special Initiative indicators, consolidating results to demonstrate project progress and impact.
- Contribute to the review and design of the project monitoring and evaluation framework
- Collect, analyses and report data on progress, outcomes and learning to inform project decisions
- Support in documentation for donor reporting, best practices and case studies etc.
- Support MWE regional structures (NUWS) on M&E systems
- Develop Terms of References for assignments and conducts evaluations for tender processes in relation to Output 2 and as requested by the Head of Programme.
- Develop presentations, briefs, and documentation on project progress and impact.
- Support the Communication Advisor in the creation of IEC materials
- Responsible for knowledge management and data management for all output 5 -related documents and information.
Other Duties/Additional Tasks
- Develop and document the lessons learnt from the project activities and makes suggestions for publications on IDA and/or social media.
- Regular knowledge management and documentation of information, results, and reports on MS Teams.
- Ensure good coordination with project administrative/finance/communication support teams.
- Cooperation with other projects in the refugee and water sector as well as in the region and GIZ-wide (globally)
- Any other responsibilities as assigned by Management.
