About the Organisation
The National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.
NEMA spearheads the development of environmental policies, laws, regulations, standards and guidelines; and guides Government on sound environment management in Uganda. In doing this, NEMA contributes to social-economic development and wise use of natural resources, focusing on providing support to Government’s main goal of ensuring sustainable development contributing to the National Vision, the National Development Plan (NDP), regional and global commitments including the Sustainable Development Goals (SDGs).

Job Description
Job Opportunity: Senior Investigations Officer
Organization: National Environment Management Authority (NEMA), Uganda
Department: Enforcement and Field Operations
Reports To: Principal Investigations Officer
Salary Scale: NEMA E4
Supervises: Investigations Officer
Number of Positions: 01
Duties, Roles and Responsibilities
Under the supervision of the Principal Investigations Officer, the incumbent will:
Manage and coordinate all environmental crime investigation cases in collaboration with the Legal Division.
Develop investigation strategies and operational plans to enhance environmental law enforcement across Uganda.
Prepare complete and accurate case files to support successful prosecutions.
Appear in court as a witness to present evidence and support legal proceedings.
Conduct field investigations and visit crime scenes to gather intelligence and pursue suspects.
Collect, preserve, and present exhibits in a professional and legally compliant manner for court proceedings.
Coordinate with intelligence agencies and law enforcement to combat environmental crime.
Assist in the prosecution of environmental offenders through proper case handling and procedural support.
Prepare and implement quarterly work plans and submit timely performance reports for the investigations unit.
Supervise, mentor, and appraise staff under the unit.
Perform any other official duties as assigned by the supervisor.
Qualifications, Education and Competencies
Minimum Qualifications:
An Honors Bachelor’s Degree in any of the following disciplines from a recognized institution:
Law
Psychology
Criminology
Environment and Natural Resources
Social Sciences
Natural Sciences
Development Studies
Business Administration
A Master’s Degree in any of the above fields is required.
Must have undergone para-military training and possess formal training in investigation services.
Certificate of Good Conduct issued by Interpol is mandatory.
Experience:
At least three (3) years of professional experience in crime investigations from a reputable organization or institution.

Competence in the use of Information and Communication Technology (ICT)
Strong relationship-building and networking abilities
Proficiency in intelligence gathering and investigative techniques
Excellent communication, interpersonal, and coordination skills

Effective time management and organizational skills
Clear writing and accurate reporting abilities
Planning and risk management skills
