Job Description
Reporting to the SCM Manager, the SCM Performance & Compliance Practitioner will review procurement and tender documentation for compliance, observe tender proceedings, and provide expert advice on complex SCM matters. The role includes managing SCM registers such as deviations, irregular expenditure, contracts, and tenders, ensuring timely submissions. The incumbent will support internal and external audit processes, implement control measures to strengthen SCM operations, and propose policy enhancements in line with National Treasury regulations. Additional responsibilities include monitoring supplier utilization and performance, conducting compliance checks, and overseeing the auctioning of obsolete assets.

How to Apply
Inspect procurement documentation for quotes below R300,000 to ensure compliance.
Observe tender proceedings and ensure proper processes and record-keeping.
Review tender documents for compliance with SCM, MFMA, and Preferential Procurement Regulations 2022.
Provide guidance to the Bid Specification Committee (BSC) and Bid Evaluation Committee (BEC) on complex SCM issues.
Assist in implementing control measures to enhance SCM processes.
Support internal and external audit processes.
Prepare and submit SCM registers (open orders, deviations, irregular expenditure, contracts, tenders) to the SCM Manager.
Propose updates to SCM policies and procedures in line with National Treasury regulations.
Manage logistics arrangements, ensuring quality control and compliance with specifications.
Detect and report irregular, fruitless, and wasteful expenditure (IFWE).
Ensure accurate supplier record-keeping and compliance checks.
Monitor and evaluate supplier performance and utilization.
Assist with specification reviews for supplier selection.
Perform declaration of interest checks and restricted database verifications.
Track and report on the municipality’s specific goals and ensure data integrity.
Oversee disposal of redundant/obsolete assets through auctions.
Education
Grade 12 (Matric).
National Diploma or Bachelor’s Degree in Supply Chain Management, Finance, Accounting, Commerce, or Internal Audit.
Experience
Minimum of 2 years’ experience in Supply Chain Management.
Skills & Competencies
Strong knowledge of SCM processes, MFMA, and procurement regulations.
Proficiency in MS Office and financial systems.
Analytical and problem-solving skills.
High attention to detail and compliance focus.
Ability to work under pressure and meet deadlines.
Valid driver’s license.
