Resilient Sustainable Systems for Health (RSSH) Coordinator job at Ministry of Health

Goal.
The Resilient Sustainable Systems for Health(RSSH) Coordinator will provide programmatic oversight and technical direction for the Ministry of Health RSSH grant by the Global Fund to fight AIDS, Tuberculosis and Malaria (the Global Fund). He or she will be responsible for coordinating RSSH implementing partners and Ministry of Health (MoH) Departments, build institutional capacity for health systems strengthening and ensure timely delivery of interventions.

This position requires close coordination with MoH Management, Global Fund National Facilitator, Global Fund Program Managers, implementing organizations and implementing MoH departments.

This position bearer will report directly to the National Facilitator, Global Fund. The incumbent will work closely with program managers of TB, HIV and Malaria.

Specific Duties and Responsibilities:

  • Provide technical and strategic direction to the implementation of program activities in the areas of health systems strengthening and quality improvement.

  • Coordinate regular support supervision activities for RSSH interventions

  • Develop approach for performance and quality improvement according to the implementation arrangements. iv. Review, communicate, benchmark and adopt best practices of health systems strengthening.

  • Contribute to the development and implementation of strategies, standards, tools, and best practices in health systems strengthening

  • Ensure integration of health systems strengthening interventions for HIV, TB and Malaria grants by the Global Fund as well as across MoH departments

  • Lead capacity strengthening initiatives in health systems strengthening through conducting capacity assessments, developing, learning and training strategies

  • Contribute to knowledge management and learning through collecting and analyzing program data, evaluating interventions and assisting with measuring program impact.

  • Establish and maintain relationships with implementing partners and other government actors working in health systems strengthening.

  • Provide representation of the Global Fund grant as appropriate and necessary with relevant internal and external counterparts, partners and stakeholders.

  • Follow key trends in the global health systems landscape, ensuring that the best available evidence is being leveraged in systems strengthening

  • Ensure implementation of resilient health systems for health work plans and achievement of results across all the interventions

  • Foster collaborative relationships with country and global partners.

  • Ensure effective and regular communications with internal and external stakeholders

  • Ensure RSSH assets are regularly tracked and maintained.

  • Any other duties as may be assigned.

Qualifications and experience

  • A Master’s degree in Public Health, health systems or Health Management or related field

  • A Bachelor’s degree in Medicine and surgery

  • At least 5 years’ relevant experience at senior-level in managing and implementing health systems strengthening programs, grants in the areas of health policy, administration and public health sector development.

  • Skills in strengthening service delivery programs, training, performance, quality improvement, monitoring and evaluation.

  • Demonstrated in-depth understanding of the Ugandan healthcare system especially in HIV, TB and Malaria.

  • Strong oral and written communication and presentations skills.

  • Experience in administrative, finance, procurement, management, M&E and reporting procedures and systems of GoU and development partners.

  • Proven track record in managing a multi-disciplinary team composed of several technical experts and fostering team work.

  • Ability to coordinate diverse stakeholders to ensure timely implementation of RSSH activities and delivery of results.

  • Experience and skills in networking and relations with peer organizations, government, civil society partners.

  • Ability to deliver results in health emergencies within the timelines.
