Job Description

Operating in a matrix across COs, Regional Hub, National Offices and Global Hub, the role brokers partnerships, shapes positioning, and converts multi-country opportunities into secured funding. Responsibilities include donor/market intelligence, pipeline development, pre-positioning and co-creation with funders, surge support on complex bids, quality assurance, and capability building of CO teams. The post embeds safeguarding and GEI, ensures compliance with Plan’s Code of Conduct, and contributes MEESA insights to global funding strategies.

Duties, Roles and Responsibilities

  • Non-traditional fundraising & innovation: Secure funding from foundations, corporates, IFIs (e.g., AfDB/World Bank), climate and blended-finance mechanisms, Islamic/diaspora finance; co-design investable models (catalytic capital, social enterprise).

  • Positioning & pipeline: Lead funding landscape analyses; develop CO-specific engagement strategies; track regional/multi-country opportunities and guide Go/No-Go decisions.

  • Donor engagement: Broker and manage regional relationships; lead pre-positioning/co-creation; provide donor briefs and coaching to COs.

  • Strategy influence: Feed MEESA intelligence into global resource-mobilization strategies; support Regional Leadership Team engagement with priority donors.

  • Technical/bid support: Provide surge support for multi-country proposals, consortium development, and quality assurance for complex/non-traditional funding.

  • Capacity strengthening: Coach COs on non-traditional donors; develop tools (pitch decks, business cases); facilitate knowledge exchange and learning.

  • Safeguarding & GEI: Embed and uphold safeguarding and gender equality & inclusion policies; ensure reporting and data submissions per global requirements.

Qualifications, Education and Competencies

  • Education: Master’s degree (or equivalent experience) in International Development, Business, Public Policy or related field.

  • Experience: 7–10+ years in fundraising/partnerships/business development within INGOs, donor agencies or social enterprises; proven wins from non-traditional sources (foundations, corporates, IFIs, climate finance).

  • Regional knowledge: Deep understanding of donor landscapes across Africa & the Middle East.

  • Skills/competencies: Strategic opportunity thinking; donor-centric storytelling; commercial acumen; cross-cultural collaboration; consortium negotiation; innovation in financing (blended/ESG/Islamic); resilience and results focus; data-driven pipeline management; coaching and capacity building; excellent writing/presentation.
