Job Description
The Quality Improvement (QI) Officer will provide hands-on support in the design, implementation and monitoring of continuous Quality Improvement (CQI) interventions across Adara-supported health facilities and district structures. This includes applying 5S–QI–CQI–TQM methodologies, strengthening capacity building, enhancing monitoring and evaluation systems, promoting data-driven decision-making, and contributing to operational research, with the ultimate aim of improving service delivery, health outcomes, and sustainability of quality care at district and facility levels.
Duties, Roles and Responsibilities
Leadership and Management:
- Drive the implementation of the 5S-QI-CQI-TQM methodology in Adara Newborn health facilities.
- Provide oversight and actively participate in planning, coordinating, and monitoring QI interventions.
- Support QI meetings and guide implementation processes in health facilities.
- Ensure proper utilization of resources dedicated to QI activities.
- Ensure QI is integrated into Adara’s programmatic workplans and budgets.
Capacity Building & Technical Assistance:
- Organize, coordinate, and deliver trainings, CMEs, mentorship sessions, and coaching visits on QI and national quality of care standards.
- Provide tailored mentorship to facility QI teams and district QI focal persons, strengthening their capacity to identify gaps, conduct root cause analyses, design tests of change, and interpret QI data for decision-making.
- Build facility staff competencies in the correct use of QI tools to ensure systematic problem solving.
- Provide ongoing technical assistance to ensure QI is integrated into routine service delivery, supervision structures, and facility workplans.
- Develop and strengthen district coaches’ capacity to lead QI interventions, documentation and follow-up actions for sustainability.
Program monitoring and reporting:
- Conduct regular QI supportive supervision visits using standardized tools and provide hands-on support for active improvement projects.
- Support facilities to generate, document, analyse, and interpret routine service delivery and QI data, including run charts, dashboards, scorecards, and performance trend analyses.
- Strengthen documentation practices for all QI activities, ensuring accurate and timely completion of QI tools and learning summaries.
- Work with facility and district teams to institutionalize data review processes, such as data review meetings and integration of QI indicators into routine HMIS discussions.
- Develop quarterly and annual QI progress reports.
- Collaborate with the RMEL team to align QI with broader monitoring and reporting systems.
Research, Innovation & Learning:
- Facilitate cross learning sessions across facilities and districts, including collaborative learning meetings, case presentations, and dissemination of successful interventions.
- Promote operational QI research linked to quality of care interventions.
- Contribute to development of QI research agenda and documentation of findings to inform policy.
- Support preparation of abstracts, case studies, and conference presentations on QI.
