Job Description

Project Background

The action, titled “Schools and Communities Yielding Networks to End and Reduce Gender-based Violence especially for Youth and vulnerable populations (SYNERGY)”, aims to prevent and respond to Gender-Based Violence (GBV) in Uganda, focusing on 6 secondary schools (in Kamuli District : Bulopa S.S, St Paul Mbulamuti, St John Bosco and in Kasese District : Uganda Martyrs Kyondo, Maliba SS, Ihandiro VOC sss) and communities in Kasese and Kamuli districts.

The SYNERGY Expected results are as followed:

1. Expected Result 1: A GBV prevention and Response System has been identified, contextualized and relevant stakeholders have been trained.

2. Expected Result 2: A GBV prevention and response system is implemented within the 6 identified schools and their surrounding communities.

3. Expected Result 3: Dissemination of the System is done at District and National level to ensure its sustainability and replicability.

Duties, Roles and Responsibilities

Key Duties and Responsibilities:

Mission 1: Management

1. Manager as a role model: embody HI’s values on a daily basis, and be a role model.
2. Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
3. Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: Operational implementation in Kamuli District and Supervising activities in Kasese District.

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

1. Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit.
2. Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager.
3. Ensure regular reporting of activities, and contribute to the internal and external reporting as requested by the project manager.
4. Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.
5. Contribute to the drafting of amendment requests when asked by the project manager.
6. Contribute to coordination with the local stakeholders and to monitoring the partnership relationship with the project partners.
7. Ensure that project documents and information are properly archived.

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

1. Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
2. Contribute to project evaluations at the request of the project manager, and ensure that project evaluation recommendations are followed.
3. Contribute to the setup and smooth running of accountability mechanisms.
Contribute to project learning.

Responsibility 3: Ensure project data management

1. Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.
2. Collect and compile project-related data in the relevant database.

Responsibility 4: Contribute to the coordination of project teams

1. As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area, as and when necessary.
2. Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.

Responsibility 5: Contribute to external project communication

1. Contribute to HI’s external influence by taking part in networks, when required.
2. Communicate about the project to partners, authorities and stakeholders when relevant.

Responsibility 6: Provide mental health and psychosocial care and follow up to beneficiaries

1. Identify, through outreach, beneficiaries’ psychosocial needs (disabilities and vulnerabilities) in close relation with the beneficiaries and their caregivers
2. Identify all protection risks at individuals, school and familial level and refer all cases requiring specialized complementary individual psychosocial support, Health, SRHR or GBV services and/or to the appropriate service(s) in Kamuli.
3. Ensure a qualitative follow up of the beneficiaries and document the follow up according to the monitoring plan
4. Conduct awareness-raising sessions on GBV, Child Protection and Disability Inclusion topics at the community level.
5. Ensure that the SYNERGY Officer in Kasese is providing timely and quality services to beneficiaries.

Responsibility 7: In collaboration with the SYNERGY Team, support a comprehensive and inclusive Gender Audit in the selected schools and within the District

1. Support the District Data Collection exercise in regards to Gender, Age and Disabilities through a review of the existing literature, researches, policies and strategies.
2. Organize with the support of SYNERGY Project Manager and Project Supervisor Focus Group 3. Discussions and Key Informant Interviews at District level to collect qualitative data on Gender, Age and disabilities in Kamuli District.
3. Conduct in collaboration with the SRHR specialist, Focus Group Discussions and Key Informant Interviews in each of the three identified schools plus other secondary schools and at community level to understand the gender, age and disability intersectionality for youth in and out of schools in Kamuli.
4. Coordinate with the SYNERGY Officer in Kasese to ensure that the activity is also conducted in Kasese.

Responsibility 8: Participate to the contextualization and adaptation of HI inclusive GBV system using different evidence based toolkits including notably Safe school and GBV intersectionality Toolkits.

1. Support the management team to contextualize the existing HI toolkits and guidelines.
Collect feedbacks from various stakeholders on the tools’ adaptation and provide them to the project team.
2. Ensure that the tools are translated in the required local languages when and if needed.
3. Support the SYNERGY Officer in Kasese to ensure that the activity is also conducted in Kasese.

Responsibility 9: Train and mentor education, health, and protection actors on inclusive GBV prevention and response and inclusive education (for education actors).

1. Planned and organize training and mentoring sessions with several stakeholders on issue related to GBV, protection and inclusive education.
2. Cofacilitate training sessions in coordination with the Project team ensuring meaningful participation of persons with disabilities.
3. Organize training follow-up visits to increase the sessions’ impact.
4. Coordinate with the SYNERGY Officer in Kasese to ensure that the activity is also conducted in Kasese.

Responsibility 10: Implement an inclusive GBV system in schools (safety audits, children clubs for prevention activities, referral support).

1. Co-Construct with each of the three schools inclusive schools safety audit and safety plans. Ensure the proper implementation of the safety plans actions.
2. Support the school in developing within existing or newly created school clubs Child protection, GBV and safety prevention activities.
3. Support the children access to inclusive and comprehensive services through facilitation.
4. Supervise the SYNERGY Officer in Kasese to ensure that the activity is also conducted in Kasese

Responsibility 11: Strengthen the GBV prevention and response coordination within the community and at district-level

1. Identify the existing stakeholders within the GBV and child protection referral mechanisms, support the update of the District GBV referral mapping and support the partners to be more inclusive while promoting organizations of persons with disabilities to be included in the response.
2. Identify the existing gaps in regards to services and advocate for new services to start at District level all being youth and disability friendly.
3. Strengthen the District coordination mechanism through regular meeting, developing action plans and ensuring their implementation.
4. Organize field visit to Kasese to ensure that the activity is also conducted in Kasese.

Responsibility 12: Develop lesson learnt process, report and workshops at district level.

1. Contribute to the collection at District level of lesson learnt and success stories to be disseminated at District and National level.
2. Organize and co facilitate District level workshop to share SYNERGY experience and tools.
3. Coordinate with the SYNERGY Officer in Kasese to ensure that the activity is also conducted in Kasese

Responsibility 13: Engage district-level educational authorities to promote system replication.

1. Develop with the support of the project team, an advocacy plan to promote the project replication at District level for each of the two Districts.
2. Disseminate project tools and guidance to other secondary schools in the Districts and organize awareness session on child protection, GBV and disability Inclusion in those Schools.

Mission 3: Emergency Preparedness and Response

1. Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.
