Job Description
Job Title: Program Manager – EpiC

Job Summary:
The EpiC Uganda Project Manager (PM) will work closely with Associate Director, Program Management to provide program management support to the Uganda EpiC team. The PM will support project start-up, workplan and budget development (in collaboration with technical and finance staff), subaward development and implementation, compliance and programmatic monitoring, and close-out. They will manage various aspects of program execution; ensure compliance with internal and external regulations; and ensure completion of program deliverables while adhering to budget, scope, and schedule requirements. They will prepare and review presentations and support other related program objectives and deliverables.
Duties, Roles and Responsibilities
Provides management support on the implementation of the project from initiation to completion.
With the Associate Director of Program Management, develops project workplans and budgets, project documentation including but not limited to donor reports, and project presentations in coordination with technical and/or finance colleagues.
Identifies and resolves project issues and implements improvement plans to ensure the project stays on schedule and within budget.
Evaluates the progress of the project on a regular basis.
Identifies partnerships, opportunities, and information to present to EpiC Uganda management to help achieve project goals.
Monitors the progress of subgrantee deliverables and provides capacity strengthening support in project management as needed.
Clearly communicates project updates to internal and external stakeholders.
Helps determine the resources (time, money, equipment, etc.) required to complete key project activities; builds and implements or socialize the best practices for performing key activities.
Reviews the project schedule with senior management and all other staff that will be affected by the project activities; revises the schedule as required and in line with donor expectations.
Builds, develops, and grows partnerships vital to the success of the project.
Monitors budgeted project expenditures in coordination with finance team.
Contributes to financial reports and supporting documentation as outlined in donor agreement.
Ensures that all project team receives an appropriate orientation to the organization and the project.
Applied Knowledge & Skills:
Comprehensive knowledge of concepts, practices, and procedures with project management, process development and execution.
Strong negotiator and problem solver.
Fluency in English and excellent oral and written communication skills.
Demonstrated project management skills and ability to influence, motivate, and collaborate with others.
Ability to adapt and resolve problems/issues to bring project to completion.
Anticipates the effects of process change on people while optimizing task efficiency and simplicity.
Problem Solving & Impact:
Decisions and actions have implications with delays in project schedules and operations and may affect overall business activities.
Problems are complex and require analysis of situations and data with evaluation of a range of factors.
Exercises judgment within broadly defined practices and policies to select methods and techniques to obtain results.
Supervision Given/Received:
Works with internal and external project members to achieve goals and vision of project from initiation to completion.
Coordinates project plans, budgets, training, and resources with management to achieve strategic goals.
Reports to Associate Director, Program Management
Qualifications, Education and Competencies
Bachelor’s Degree or its International Equivalent in Health, Nutrition, International Development, Social Science or a Related Field.
Masters degree qualification in management studies, public health or a related field is preferred.
Project Management (PM) Certification is an added advantage.
Experience
8+ years of relevant experience with projects management principles and practices, 2+ years of line management experience required.
Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
Previous experience working on global health projects including USG and PEPFAR supported programs.
Prior work experience in HIV and other key health areas such as malaria and nutrition.
Typical Physical Demands:
Typical office environment.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
