Job Description
Reporting to the Country Director, the Partnerships Officer will implement WFP Rwanda’s partnership and resourcing strategy, identifying opportunities to mobilize resources and enhance WFP’s reputation. Responsibilities include stakeholder engagement, proposal development, donor reporting, partner profiling, and facilitating high-level dialogues. The Officer will develop communication strategies and materials to support fundraising and visibility, while ensuring partner conditions are met. The role also involves using data-driven insights to inform partnership strategies, supporting cross-functional teams in resource mobilization, and advocating for Rwanda’s priorities in national, regional, and international fora.
Duties, Roles and Responsibilities
Lead implementation of partnership and communication work plans within the Office of the Country Director.
Develop and manage quality partnerships with governments, private sector, and development partners.
Proactively identify partnership opportunities, prepare outreach strategies, and manage partner portfolios.
Facilitate dialogues, prepare high-quality presentations, briefings, and talking points for management.
Support partner visibility and ensure compliance with donor conditions.
Gather and analyze partner intelligence, trends, and forecasts using systems like Salesforce, WFPGo, and WINGS.
Draft and review partnership proposals, agreements, MoUs, and donor reports.
Develop content aligned with national and global policy dialogues, ensuring consistency across WFP communications.
Represent WFP Rwanda in forums, meetings, and conferences, promoting WFP’s objectives and the Zero Hunger agenda.
Contribute to knowledge-sharing, lessons learned, and reporting on results.
Support preparedness and risk monitoring, providing technical recommendations to management.
Qualifications, Education and Competencies
Advanced University Degree in Political Science, International Relations, Development Economics, Law, Marketing, Communications, or a related field.
At least 6 years of relevant professional experience in partnerships, resource mobilization, donor relations, or strategic communications.
Strong experience in strategic advisory roles, proposal development, donor reporting, and contract negotiation.
Good understanding of government and corporate strategies and priorities.
Experience working within the UN System or in multi-stakeholder partnerships is an asset.
Strong analytical, project management, and resource mobilization skills.
Excellent oral, written, and digital communication skills.
Familiarity with SDGs, food security, and development issues.
Languages: Excellent command of English (C-level); working knowledge of French or another UN language is an advantage.
