Job Description
POSITION: PART-TIME INTERNAL AUDITOR
Background
Impact and Innovations Development Centre (IIDC) is a not-for-profit organization dedicated to enhancing the capacity of development actors across Africa. IIDC collaborates with civil society, governments, and development partners across East Africa to support evidence-based, sustainable interventions aimed at improving the lives of the most vulnerable populations.
To strengthen financial management and ensure compliance with internal policies, donor requirements, and industry best practices, IIDC seeks to engage a Part-Time Internal Auditor. The successful candidate will play a critical role in assessing IIDC’s internal systems, providing objective insights, and offering recommendations that enhance the organization’s controls and governance structures.
Objectives of the Assignment
The Internal Auditor will be responsible for:
Evaluating the efficiency, effectiveness, and cost-effectiveness of IIDC’s operations—both programmatic and administrative.
Assessing the robustness and performance of the organization’s financial management and internal control systems.
Verifying compliance with internal guidelines, legal frameworks, and donor-specific regulations.
Delivering timely, actionable feedback to management for continuous improvement.
Duties, Roles and Responsibilities
Scope of Work and Key Responsibilities
Review of Operational Efficiency
Conduct workflow analysis and engage department heads to understand current processes.
Analyze financial disbursement patterns against budgets, flagging inefficiencies or overspending.
Evaluate program reports for alignment with strategic goals and donor expectations.
Assessment of Financial Management and Internal Controls
Examine the budgeting cycle, from planning to monitoring, and its alignment with strategic priorities.
Review financial reports for accuracy, completeness, and compliance with IFRS or GAAP.
Check reconciliations (e.g., bank statements), audit the financial reporting tools in use, and conduct risk assessments.
Evaluate anti-fraud measures, procurement transparency, contract management, and asset tracking.
Confirm compliance with grant agreements and assess the security of financial systems and data.
Compliance Audit
Verify implementation fidelity to approved work plans, budgets, and timelines.
Assess adherence to donor agreements and M&E frameworks.
Conduct site visits to confirm program delivery and review regulatory compliance (including tax and labor laws).
Audit legal agreements and identify any legal risks or disputes.
Use risk matrices to detect emerging threats and assess responses to previous audit findings.
Reporting and Advisory Services
Prepare detailed audit reports with findings and actionable recommendations.
Evaluate and propose improvements to existing policies and procedures.
Develop a prioritized implementation plan with timelines and responsible parties.
Recommend KPIs for tracking performance improvements.
Provide advisory support on risk and control issues while maintaining audit independence.
Conduct follow-ups on previous audit recommendations and report progress biannually to the Board and quarterly to the Executive Director.
Qualifications, Education and Competencies
Candidates must meet the following criteria:
Professional Certification: Registered member of a national or regional accountancy body (e.g., ICPAU, Institute of Internal Auditors Uganda).
Relevant Experience: Demonstrated experience auditing donor-funded programs, especially in the NGO and not-for-profit sectors. Experience with both local and international donors is essential.
Local Knowledge: In-depth understanding of Uganda’s laws on taxation, labor, social security, and accounting/reporting standards, as well as international NGO regulations.
Technical Proficiency: Skilled in using spreadsheets and financial software for analysis and reporting. Capable of communicating complex financial data in simple terms.
Communication Skills: Excellent written and verbal English communication skills.
