Under the supervision of the Monitoring. Evaluation and Learning Manager, the Monitoring. Evaluation and Learning Officer will perform the following functions: participate in development and maintenance of a robust Monitoring and Evaluation system, develop baseline survey for all projects, capacity building for staff and partners in Monitoring and evaluation, Data collection and management, produce timely reports for decision making and advocacy.
Monitoring and Data Collection:
Develop and implement monitoring plans to track progress against program objectives.
Design and oversee data collection processes, including surveys, interviews, focus groups, and other data-gathering methods.
Ensure the quality and accuracy of data collected, and manage data storage and security.
Evaluation:
Design and conduct evaluations to assess the effectiveness, efficiency, and impact of programs and projects.
Develop evaluation frameworks, including logic models, theory of change, and performance indicators.
Analyze evaluation data and produce comprehensive evaluation reports with actionable recommendations.
Learning and Knowledge Management:
Facilitate learning and reflection processes within the organization to apply insights from monitoring and evaluation activities.
Develop and implement knowledge management strategies to capture and share lessons learned and best practices.
Organize workshops, training sessions, and other learning events to disseminate findings and foster a culture of continuous improvement.
Reporting and Communication:
Prepare and present regular monitoring and evaluation reports for internal and external stakeholders.
Communicate findings in a clear and accessible manner, using visual aids and data visualization tools.
Ensure transparency and accountability in reporting processes.
Capacity Building:
Provide training and technical assistance to staff and partners on MEL processes and tools.
Develop user-friendly guides and resources to support effective MEL practices across the organization.
Mentor and support team members to build MEL competencies.
Strategic Planning and Alignment:
Contribute to strategic planning processes by providing evidence-based insights and recommendations.
Ensure MEL activities align with organizational goals, donor requirements, and industry standards.
Collaborate with program managers and other stakeholders to integrate MEL into project design and implementation.
Tool and System Development:
Develop and maintain MEL tools, databases, and systems to streamline data collection and analysis.
Implement and manage digital platforms for real-time data tracking and reporting.
Regularly update and refine MEL tools to improve efficiency and effectiveness.
Compliance and Standards:
Ensure MEL practices comply with ethical standards and regulatory requirements.
Maintain confidentiality and integrity of data collected.
Keep abreast of best practices and advancements in the field of MEL.

University degree in Statistics, demographics, public policy. international development, economics, or related field.
Advanced certificate in M&E, statistics, or economics preferred.
Minimum of three (5) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
Experience implementing, project M&E systems Experience in designing and managing beneficiary monitoring and database systems.
