The M&E Officer will be responsible for the monitoring and evaluation of the project while ensuring high quality and timely inputs. He/she will be responsible for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E Officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Project Coordinator and the Programmes Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with project team and will directly report to the Project Coordinator.

  • Develop and strengthen monitoring, inspection and evaluation procedures.

  • Monitor projects activities, expenditures and progress towards achieving the project output;

  • Based on the annual work plans and in particular the programme budgets, design the framework for the physical and process monitoring of project activities

  • Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.

  • Prepare consolidated progress reports for project management, including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations.

  • Check that monitoring data are discussed in the appropriate forum and in a timely fashion in terms of implications for future action.

  • Undertake regular field visits to support implementation of the project M&E and to identify where adaptations might be needed.

  • Conduct capacity assessment and update of existing monitoring and evaluation system

  • Provide technical support in development and or revision of project performance indicators.

  • Identify the core information needs of the different stakeholders in the project and ensure that information needs of different stakeholders are met.

  • Provide inputs, information and statistics for quarterly, annual and other reports to Project

  • Management Team .

  • Support assessments, annual project reviews and planning workshops and assist the Project

  • Coordinator in preparing relevant reports;

  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E

  • Design M&E tools and familiarise staff in the use of such tools

  • Organize and conduct training on M&E/MIS for projects staff

  • Assist Project Coordinator and Programmes Manager in the preparation of reports on the findings and lessons learned from project innovations;

  • Prepare Issues Log and Risk Log for the project;

  • Facilitate, act as resource person, and join (if required) any external supervision and evaluation missions.

  • Prepare and maintain a project database and perform other duties as required.

  • A minimum of a Bachelor’s Degree in Statistics, Demography, Quantitative Economics or related field. A post graduate qualification in M&E is an added advantage

  • At least 2 years of experience in the design and implementation of M&E in development projects implemented by national/international NGOs.

  • Experience in designing tools and strategies for data collection, analysis and production of reports;

  • Knowledge of key M&E concepts, tools and best practices;

  • Experience working with both quantitative and qualitative data collection and analysis methodologies;

  • Proven ICT skills, especially in the development of MIS software using database software;

  • Expertise in analyzing data using statistical software;

  • Strong training and presentation skills.
