Job Title: Monitoring and Evaluation Officer
Position: 01
Location: Iganga
JOB PURPOSE:
The primary purpose of the position is for direct implementation of the MEAL related activities, generate reports from the given data and share data to immediate supervisor according to the BRAC protocol. The M&E Officer assumes the responsibilities given under the purpose and undertakes her/his regular tasks in accordance with a well-defined framework of policies and procedures under the immediate supervisor.
Develop M&E plan for the projects assigned and ensure that quarterly MEAL plans are shared with responsible Projects/Programme in time.
Regularly review and recommend further improvements in the logical framework and other M&E tools.
Closely work with the M&E manager to develop and review data collection tools.
Conduct data verification, review, and update existing and develop new monitoring tools.
Work with the Programme Manager in completing donor and any other reports.
Work with the Head of fund raising and other programme managers in developing technical M&E technical tools including Log frames, ToC, Result Framework etc.
On quarterly basis monitor all project activities and supervise the process of data collection by enumerators in the designated areas.
Compile and analyze data and writing M&E report on a quarterly and monthly- bases.
Plan and mentor programme staff perform internal quality checks.
Analyze, summarize, and submit monthly, quarterly, and annual in-house and field reports to the supervisor and relevant stakeholders.
Develop, update, and review standard operating procedures for MIS verification.
Participate and facilitate sharing sessions of the M&E findings during monthly or quarterly Country Management Team meetings.
Support in the processes of the development of quality log frame, results frameworks, and theories of change.
Promote a safeguarding culture at the field level by implementing the safeguarding policy.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Bachelor’s degree in Statistics, social sciences/ development studies/ education/ Business administration/ a related field. A certificate / Post Graduate Diploma in M & E or Project Planning are an added advantage.
SKILLS AND COMPETENCIES:
Excellent analytical and interpersonal skills along with strong organizational ability
Good understanding of Project Management cycle
Knowledge about M&E design and impact evaluation methodologies.
Very good Computer skills and knowledge on software; MS office, EXCEL, SPSS or STATA packages
Should be competent to Organize, interpret and present information in meaningful oral or written form for varied audiences and provide solid analysis leading to sound decision-making
Flexible to travelling and working extra hours.
Strong sense of teamwork, collaboration and demonstrated ability to build relationships with individuals from diverse backgrounds
Personal qualities of integrity, credibility, and dedication to the mission of BRAC.
EXPERIENCE REQUIREMENTS:
Minimum 3+ years of working experience in monitoring & evaluation of programs preferably in international development organizations.
