Monitoring and Evaluation Manager
Chemonics International Inc is hiring a Monitoring and Evaluation Manager to oversee the implementation of the Monitoring, Evaluation, and Learning (MEL) plan, designing and managing the project’s MEL system. The role involves developing data collection tools, training staff and partners, conducting data analysis, generating reports, and disseminating lessons learned to support project objectives and strategic decision-making.
Program Overview
The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Program ensures uninterrupted supplies of health commodities to support U.S. Government-funded initiatives, including the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). The program provides procurement and supply chain management support, delivering technical assistance to strengthen comprehensive supply chain systems. At the country level, GHSC-PSM focuses on:

How to Apply
Implement the MEL Plan:
Organize data collection in accordance with the approved MEL plan.
Ensure data quality through field visits, spot checks, and investigation of anomalies.
Identify and track reliable secondary data sources.
Conduct periodic training for project staff, stakeholders, and partners on MEL operations and data use for decision-making.
Maintain and evaluate the MEL system, adjusting as needed for accuracy and utility.
Oversee Data Quality Assurance Activities.
Contribute to annual work plan development and ensure MEL plan alignment.
Ensure data management processes adhere to national and recommended standards.
Coordinate compilation of the annual work plan during program planning.
Communicate MEL Information:
Compile and analyze data for contractual reports and provide MEL data to clients as requested.
Extract, clean, and organize data from systems like DHIS2, WAOS, and PIP for submission via DevResults.
Ensure data accuracy in DATIM, PPMR, PPMRm, and PPMR HIV submissions.
Upload GHSC-PSM achievements to USAID’s Performance Reporting System (PRS) and other relevant databases (e.g., DATIM).
Support data collection, analysis, and submission for special surveys requested by USAID and MOH.
Oversee Knowledge Management and Communication (KMC) activities, including coordinating success stories with the HQ KMC team.
Share lessons learned and best practices with internal and external stakeholders.
Compile quarterly and annual activity reports.
Perform additional duties as assigned.
Bachelor’s degree in Statistics, Economics, Quantitative Economics, or a related field; a higher degree in public health is an advantage.
Minimum 5 years of experience developing and implementing M&E systems in a development context, with experience in health commodity supply chain management.
PEPFAR and USAID reporting experience required.
Strong analytical skills and proficiency in MS Word, Excel, Access; experience with statistical packages (e.g., SPSS, STATA, SAS) preferred.
Excellent written and oral communication skills in English.
Ability to meet tight deadlines, prioritize effectively, and convey results to non-technical stakeholders.
Strong technical writing and presentation skills.
Proven ability to work independently and collaboratively in a team environment.
Level of Effort and Location
Position Type: Long-term (8 hours/day)
Duty Station: Kampala, Uganda, with intermittent travel within the country
Supervision: Reports to the Country Director
