Job Description

The M&E Officer is responsible for developing, reviewing, and implementing project M&E plans; overseeing data collection, analysis, and reporting activities; maintaining project databases; leading learning and reflection sessions; building capacity of project staff, partners, and communities; ensuring visibility, networking, and effective collaboration with stakeholders; and contributing to organizational learning and donor recognition through documentation of best practices and success stories.

Duties, Roles and Responsibilities

  • Develop, review, and implement project monitoring and evaluation plans in collaboration with project teams and partners.

  • Test and adapt the project's theory of change.

  • Facilitate annual planning and reporting according to donor and WVI requirements.

  • Lead baseline surveys, mid-term reviews, final evaluations, and data collection activities.

  • Manage project data systems including GIS and remote sensing platforms.

  • Analyse project data to assess impact and achievements.

  • Document challenges, lessons learned, and best practices for improved project and organizational performance.

  • Train project staff, partners, and community members in monitoring and evaluation techniques and tools.

  • Strengthen relationships with government bodies, partners, and stakeholders to enhance project implementation and accountability.

  • Represent the project in workshops, meetings, and forums.

  • Contribute to visibility efforts through the documentation and sharing of success and transformational impact stories.

  • Support the broader MEAL and GAM functions within the organization.

Qualifications, Education and Competencies

  • Bachelor’s Degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, or related field.

  • At least 3 years’ experience in monitoring and evaluation, preferably in a development context.

  • Strong knowledge of M&E frameworks, data collection, analysis, and reporting methodologies.

  • Proficiency in database management, GIS, and remote sensing platforms.

  • Excellent skills in documentation, learning, and knowledge management.

  • Good interpersonal, training, and facilitation skills.

  • Ability to collaborate effectively with stakeholders at all levels.

  • Strong Christian commitment and values, and willingness to adhere to World Vision’s ethos.

  • Ability to work independently and as part of a team.
