Monitoring, Evaluation and Learning Officer job at Restless Development

Restless Development

Restless Development Uganda, is seeking to recruit a talented individual who would play a crucial role in supporting the Monitoring, Evaluation, and Learning Unit in their efforts to drive the organisation's M&E agenda forward.

The MEL Officer would involve providing valuable assistance and support in various aspects of the MEL process.

Support the design and implementation of Monitoring, Evaluation and Learning Systems (40%).

Working closely with the Monitoring and Evaluation Unit at Head Office:

  • Support develop an M&E Plan and strategy for the project.

  • Support program design, development and review of all monitoring and reporting functions, systems and tools for the project.

  • Support area programme team to utilise planning, monitoring and reporting tools to capture information across programme indicators.

  • Support the development of performance frameworks and tools used by different stakeholders and ensure consistency with the definition and methodology of collection by keeping an M&E analysis plan for each indicator.

  • Support the programme team to Manage (record/capture, analyse, report, disseminate and safely store) project data.

  • Design and lead training and other capacity building initiatives on monitoring and reporting systems for staff and volunteers.

  • Prepare monthly, quarterly and annual M&E project reports as per organisational and donor requirements and guidelines such as Monthly Progress Reports (PMPRs), quarterly National Progress Reports(NPRs, Pre & Post Training Reports, and Evaluation surveys.

  • Conduct Quarterly Data Quality Assurance (DQA) for the project in collaboration with program staff and M&E Unit at Head Office.


Support the Packaging and dissemination of learning (20%):

  • Oversee analysis of monitoring and reporting data and produce reports for timely dissemination to internal and external stakeholders.

  • Contribute to multi-stakeholder review meetings and other internal and external fora to disseminate programme results and learning.

  • Prepare internal and external project MEL reports as required.

  • Document lessons learnt, best practices and impact from area projects for learning within, across and outside Restless Development.

  • Ensure learning generated is shared and disseminated within Restless Development and to other development stakeholder’s different fora outside organisation.

  • Document case studies (Monthly) and Most Significant Change Stories (MSCs) on a quarterly and bi-annual basis highlighting programme success and lead in the participatory review and selection of the MSCs.

  • Develop Impact Briefs from Project studies conducted for internal and external sharing.

  • Contribute to documenting evidence on the organisation’s learning questions and agenda throughout the project’s implementation process.

  • Participate in learning spaces created by the organisation.


Support programme evaluation activities and processes in liaison with the MEL unit at Head Office (20%).

  • Support the design and implementation of evaluation studies and processes such as baseline and end line surveys

  • Recruit, train and deploy data collectors and entrants.

  • Oversee the implementation programme evaluations and develop the design and tools for the process.

  • Design and lead training and other capacity building initiatives on monitoring, evaluation and learning for staff, partners and volunteers involved in programme implementation.

  • Perform and ensure quality assurance of programme systems and interventions.


Manage data storage systems (15%)

  • Support design systems for data capture, management and maintenance.

  • Ensure functionality of data systems developed.

  • Support the programme teams in documentation and filing of all programme data using both on and offline systems.

  • Establish and regularly update programme people reached databases clearly showing the programme reach across the target population and categories.

  • Conduct data verification, validation and quality assurance in line with organisational and donor requirements on a monthly basis.

  • Provide monthly status reports drawing on data captured as per organisational and donor requirements.

  • Education: A bachelor's or master's degree in a relevant field such as statistics, economics, social sciences, public administration, international development, or a related discipline is often required. Advanced degrees may be preferred for more senior positions.

This includes proficiency in data collection methods, statistical analysis, and evaluation methodologies. Knowledge of M&E tools and software, such as statistical packages (e.g., SPSS, Stata), data visualization tools (e.g., Tableau, Power BI), and database management systems, is also important.

  • Analytical Skills: The ability to analyze data, draw meaningful insights, and make evidence-based recommendations is crucial for an M&E leader. This includes interpreting complex datasets, identifying trends and patterns, and assessing program effectiveness and impact.

  • Project Management Skills: M&E leaders should have strong project management skills to effectively plan, implement, and oversee M&E activities. This includes developing M&E plans, setting timelines and milestones, managing resources, and coordinating with team members and stakeholders.

  • Communication Skills: Excellent communication skills are essential for an M&E leader to effectively convey findings, insights, and recommendations to diverse audiences. This includes writing clear and concise reports, presenting findings to stakeholders, and facilitating discussions around M&E results.

  • Leadership Abilities: M&E leaders often work with multidisciplinary teams and collaborate with various stakeholders, including program managers, donors, government officials, and community members. Strong leadership and interpersonal skills are therefore important for building relationships, fostering collaboration, and influencing decision-making.

  • Strategic Thinking: An M&E leader should have a strategic mindset and be able to align M&E efforts with organizational goals and objectives. This includes identifying key performance indicators (KPIs), developing monitoring frameworks, and using evaluation findings to inform strategic planning and decision-making.

  • Attention to Detail: M&E requires meticulous attention to detail to ensure data quality, accuracy, and reliability. An M&E leader should be thorough in designing data collection instruments, conducting data analysis, and verifying the validity of findings.

  • Adaptability and Continuous Learning: The field of M&E is constantly evolving, with new methodologies, tools, and approaches emerging over time. An M&E leader should be adaptable and open to learning, willing to stay updated on best practices and incorporate innovative approaches into their work.
