Organization: Heifer International
Location: Kampala, Uganda (Position may also be based in Ethiopia, Kenya, Nigeria, Tanzania, Malawi, Senegal, Rwanda, or Zambia)
As part of the Signature Program Department, the Monitoring, Evaluation, and Learning (MEL) Officer – Africa will support the development and implementation of a robust MEL system across the Africa region. This includes ensuring high data quality, effective reporting, learning integration, and adaptive management. The role involves both technical assistance and collaboration with regional and country MEL teams to deliver evidence-based program outcomes.
This is a one-year consultancy role.

How to Apply
A. MEL System Design (20%)
Support country MEL teams in creating MEL plans and utilizing digital data collection tools.
Contribute to MEL strategy development for Africa programs, ensuring alignment with global standards.
Develop regional MEL systems including databases, data flowcharts, and collaborating, learning, and adapting (CLA) frameworks.
Lead creation of an Africa-wide performance database and historical data repository.
Ensure all MEL plans align with Heifer’s global indicators and strategic direction.
B. Implementation of MEL Systems (30%)
Provide technical assistance for indicator development, target setting, progress monitoring, and logical framework creation.
Coordinate internal data quality assurance activities across country programs.
Oversee the documentation of local resource leveraging and quarterly updates.
Conduct field visits and support evaluations and baseline surveys.
Facilitate regional learning through “Pause and Reflect” sessions and feedback loops.
Escalate MEL issues to the Technical Director for coordination with HQ.
C. Data Management and Learning (20%)
Ensure timely and accurate data entry into Heifer’s Integrated Program Management System (IPMS).
Support country teams with data cleaning, collation, and regional aggregation.
Lead the design and implementation of the regional learning-to-action agenda.
Document lessons learned, best practices, and success stories.
Integrate Geographic Information Systems (GIS) into MEL processes.
Work with the IPMS Business System Manager to develop Power BI dashboards for data visualization.
D. Capacity Development (15%)
Assess and address capacity gaps among MEL staff and implementing partners.
Provide training on data management and reporting systems.
Support recruitment and oversight of external consultants for surveys and evaluations.
E. Fundraising Support (10%)
Contribute to proposal development, especially in theory of change, results framework, and indicator design.
Support concept note development and assist in-country teams with research and evaluation inputs.
F. Additional Responsibilities (5%)
Perform other MEL-related tasks as requested by the Signature Program Technical Director.
Education:
Bachelor’s degree in Monitoring & Evaluation, Development Studies, Social Sciences, or a related field. A master’s degree is an added advantage.
Experience:
Minimum of 4 years (48 months) of experience in MEL, preferably in international development or nonprofit organizations.
Hands-on experience with data systems, results frameworks, adaptive learning, and digital MEL tools.
