Job Title: Monitoring, Evaluation and Learning (MEL) Senior Advisor

The MEL Senior Advisor will work closely with and support the development and refinement of the monitoring and evaluation structure. They will work to support robust data quality assurance activities, data reviews and use of data in decision making. The MEL Senior Advisor will also support monitoring, data analysis and reporting needs and provide as requested data and reports in a timely manner.

How to Apply
Responsibilities:
Work closely with MEL Director and M&E counterparts to implement data quality assurance activities, analyze data, develop action plans, and support use of data to inform decision making.
Support monitoring of the implementation of DQA action plans.
Compile data as needed for tracking progress towards attainment of program objectives and routine reporting to USAID, Ministry of Health and other stakeholders.
Participate in the development and refinement of tools and data systems, monitoring & evaluation tools, guidelines and other relevant documents for the project to support real time monitoring.
Support analysis of routine data as needed.
Work with MoH M&E officers to routinely retrieve, analyze and integrate HMIS data.
In collaboration with MoH counterparts and partners, support linkage and analysis of DHIS2 data.
Support use and refinement of data visualizations and dashboards.
Participate in the support, development and capacity strengthening of MoH M&E officers in data analysis and data use through coaching, mentoring and provision of technical support.
Support health workers to conduct routine data reviews prior to submission of data.
Assist in the contributions to project reports as needed.
Assist in the preparation of data for presentation in Technical Working Groups and partner meetings to help to inform overall program planning and decision making.
Qualifications:
Master’s Degree and 7 years of experience in statistics, economics, demography, development or other relevant disciplines.
Prior work experience in Monitoring, Evaluation & Learning in a health-related institution or other related fields (e.g., population health, epidemiology, biostatistics, demography), with coursework experience in one or more components of MEL, research, demography, statistics, or other related areas.
Experience in data management and analysis (quantitative and qualitative) with proven skills in at least one statistical package software for quantitative data analysis (SPSS, STATA, R, etc.) and software for qualitative data analysis (Nvivo, Atlas.ti, Dedoose, etc).
Prior experience working on USAID-funded projects.
Understanding of and experience using HMIS databases (especially DHIS2), and of understanding the value of interoperability.
Strong analytical and organizational skills demonstrated by the ability to work both independently and within a team.
Excellent writing and communication skills including organizing, scanning, summarizing and presenting information.
Ability to contribute to drafts of deliverables and sections of deliverables including work plans, quarterly reports, annual reports, slide decks, and other technical products/reports.
Demonstrated flexibility and openness in responding to changing work priorities and environment and working under tight deadlines.
Demonstrated competence to assess priorities and solve problems using innovative, evidence-based solutions.
Familiarity with USAID indicators and metrics in specific content areas.
Excellent written and oral communication skills in English.
