Job Description

The MEL Officer will support the AGRA project by ensuring that all monitoring, evaluation, and learning processes are implemented effectively. They will develop and manage data collection tools, coordinate field data collection, organize feedback sessions, and work closely with the Project Coordinator and MEL Coordinator. The officer will ensure timely and accurate reporting, support project reviews, and facilitate learning across teams and communities. They will also participate in building the capacity of staff and stakeholders, contribute to visibility strategies, and represent Farm Africa where needed.

Duties, Roles and Responsibilities

  • Develop and implement M&E activities for the AGRA project

  • Ensure staff understand and implement the Monitoring & Learning Plan (MLP)

  • Design, disseminate, and train project staff on data collection tools

  • Coordinate and integrate routine data collection by delivery teams

  • Ensure timely entry and availability of accurate monitoring data

  • Facilitate community feedback sessions

  • Support baseline surveys, quarterly/annual evaluations, and final project assessment

  • Assist in planning and reporting processes, including log-frame reviews

  • Compile and clean output and outcome data for reporting

  • Lead in lessons learned documentation and knowledge dissemination

  • Build capacity of staff and communities in data management and M&E

  • Contribute to the organization’s learning, visibility, and strategy development

Qualifications, Education and Competencies

Essential:

  • Bachelor’s degree or equivalent in Statistics, Economics, Econometrics, Applied Social Sciences, or related field

  • Experience in both quantitative and qualitative data collection and analysis

  • Strong skills in data synthesis, reporting, and presentations

  • Proficiency in designing and using digital tools (e.g., ODK, Google Forms)

  • Experience in developing and maintaining project databases

  • Skilled in Microsoft Excel and general data management

  • Strong verbal and written communication skills

  • Ability to train others and encourage data quality across teams

  • Valid motorcycle riding permit


Desirable:

  • Prior experience in an M&E role within an INGO

  • Field research experience in Eastern Uganda
