Position Overview

The Monitoring, Evaluation & Learning Officer will lead the design and implementation of systems to track, assess, and report on project performance and impact across Solidaridad Uganda’s programs. This role plays a critical part in ensuring data-driven decision-making, learning, and accountability in line with donor requirements and organizational standards.

How to Apply

Monitoring, Evaluation, and Learning (MEL) Systems

  • Develop and implement MEL frameworks and plans for all country-level projects.

  • Ensure MEL frameworks align with donor expectations and internal evidence-generation goals.

  • Support data flow systems using national mechanisms where possible, ensuring timely and efficient data gathering.

Data Quality & Analysis

  • Lead regular data quality assessments and enforce quality assurance protocols.

  • Collect, verify, and analyze data across programs using mobile tools (e.g., Kobo, TaroWorks) and statistical software (e.g., R, Tableau).

  • Develop interactive dashboards using tools like Power BI or Looker to visualize impact and progress.

Reporting & Learning

  • Draft and support the preparation of quarterly, annual, and donor-specific reports.

  • Monitor project implementation against indicators and targets; provide feedback to the Regional MEL Manager and project teams.

  • Assist with project impact assessments, baseline surveys, and needs analyses to inform program design and learning.

Capacity Building & Collaboration

  • Train project partners and field teams on MEL tools, data collection methods, and reporting standards.

  • Collaborate with regional teams to ensure harmonized MEL approaches and knowledge sharing.

  • Support project teams in developing theories of change and results measurement frameworks for new proposals.

Systems & Compliance

  • Assist the Country Manager in managing MEL-related inputs in systems such as Salesforce.

  • Ensure compliance with internal MEL guidelines and donor reporting requirements.

  • Stay informed on the latest trends and best practices in monitoring, evaluation, and organizational learning.

  • Master’s degree in Social Sciences, Project Management, Development Studies, or a related field with a focus on Monitoring & Evaluation.

  • Minimum of 7 years’ professional experience, with at least 3 years in a MEL role within an INGO (mandatory).

  • Strong experience in data collection tool design, data analysis, and MEL system implementation.

  • Hands-on experience with mobile data collection platforms and MIS/database systems.

  • Skilled in statistical analysis software (e.g., R, Tableau) and dashboard development (Power BI, Looker).

  • Strong report writing, research, and presentation skills.

  • Excellent interpersonal and training skills with demonstrated capacity to build MEL skills in teams.

  • Self-driven, detail-oriented, and comfortable working with minimal supervision.
