Job Title: Monitoring, Evaluation, Research and Learning (MERL) Manager

About the Role
GOAL Uganda is seeking a skilled MERL Manager to join our dynamic team. Reporting to the Head of MERL, you will lead the Monitoring, Evaluation, Research, and Learning function, driving strong team leadership and ensuring effective MERL systems across our programs. Your work will underpin evidence-based decision-making, support adaptive management, and enhance program effectiveness, while fostering strong communication with internal and external stakeholders.
Duties, Roles and Responsibilities
MERL Strategy & Systems:
Develop and implement a comprehensive MERL strategy, including a learning agenda.
Design and optimize MERL tools and systems with technical partners.
Incorporate qualitative and participatory methods like outcome harvesting.
Develop project results frameworks, indicators, and data collection plans.
Data Collection, Analysis & Reporting:
Lead diagnostic market research, baseline/endline surveys, and regular monitoring.
Produce and share regular, high-quality reports to inform program progress.
Conduct data quality assessments and field visits to improve MERL systems.
Support participatory monitoring, research, and learning initiatives.
Ensure compliance with data protection and GOAL’s global policies.
Communication & Learning:
Translate data insights into actionable programmatic decisions.
Facilitate cross-departmental learning events and MERL team meetings.
Develop and disseminate communication materials like briefs, case studies, and newsletters.
Maintain adherence to GOAL’s branding and communication standards.
Capacity Building:
Assess and address MERL training needs for staff and partners.
Develop and deliver training on results-based management and MERL best practices.
Support staff in enhancing monitoring and reporting skills.
Team Leadership:
Lead and manage the MERL team to meet project goals.
Develop and track monthly and annual work plans.
Prepare regular progress reports for senior management.
Qualifications, Education and Competencies
Essential:
Postgraduate Diploma in Monitoring and Evaluation.
Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or related fields.
Minimum 5 years of MERL experience, preferably in development sectors like agriculture or market systems, with at least 2 years in a managerial role.
Strong knowledge of qualitative and quantitative MERL methodologies.
Proven experience designing and implementing MERL systems and strategies.
Proficient in statistical software (SPSS, STATA) and data visualization tools.
Excellent data analysis and report writing skills.
Ability to lead teams and collaborate across departments.
Desirable:
Experience with participatory MERL approaches.
Skills in capacity building and training.
Knowledge of data protection and compliance.
Experience with database management systems.
