Job Title:  Monitoring, Evaluation, and Learning Coordinator

Organisation: Right To Play (RTP)

Duty Station: Adjumani, Uganda

Salary: Starting from UGX. 3,118,817 per month (before taxes)


Reporting to the MEL Officer, the Monitoring, Evaluation and Learning (MEL) Coordinator is responsible for driving excellence in the implementation of monitoring, evaluation and learning plans, systems, and processes within assigned project for quality delivery. S/he supports the Project Manager and project team to generate insights from project data and utilise monitoring and evaluation findings appropriately and ethical to make necessary adaptations and improvements to project activities throughout the project cycle.


The MEL Coordinator leads in collating, producing, and managing the project’s knowledge in support of internal and external learning. S/he works closely with the Project Manager/Project Officers to implement key global MEL standards and best practices in the project; and actively participate in RTP MEL Community of Practice to stay up to date on MEL initiatives within the organisation.


The incumbent works with other members of the Project staff, Country Office Technical Specialists, staff of partner organisations, and respective sector government agencies/departments in the project location to implement key MEL plans and processes.

Duties, Roles and Responsibilities

1: Ensures effective monitoring of project delivery and outcomes (35% of Time):

  • Leads implementation of the project’s comprehensive MEL framework in accordance with RTP MEL standards

  • Facilitates activity tracking, results, and external factors’ monitoring in line with programming quality markers to inform necessary adaptations and bottleneck management.

  • Produces periodic monitoring findings report and collaborates with project manager/officer to develop and implement clear action plan for monitoring recommendations.

  • Collates required monitoring tools and coordinates with other members of the project team and partners to ensure usage of standard monitoring tools within the project.

  • Coordinates with implementing partner organisation staff to adhere to approved MEL plans, standards and processes for the project.

  • Supports the project manager/officer to conduct periodic after-action reviews


#2: Leads ethical data collection, storage, analysis, reporting and use (30% of Time):

  • Coordinates the collection of qualitative and quantitative data on project context, activities, outputs, outcomes, assumptions, and risks.

  • Conducts data quality audits and checks data to ensure accuracy in data collection for routine monitoring and annual assessments.

  • Ensures data storage and processing adhere to RTP data information management system protocols and uses RTP’s digital platforms for collecting, storing, and processing project data.

  • Ensure that data collection methods are ethical, culturally sensitive, and adhere to privacy and safeguarding guidelines.

  • Analyse project monitoring data for reporting and generate insights for project team’s reflection, discussion, and action for improved project delivery.

  • Prepares MEL sections of internal RTP, and donor reports to ensure appropriate dissemination of project achievements, challenges and lessons learned to stakeholders.

  • Supports the Country MEL Officer in planning for the project’s evaluations


#3: Implements efficient knowledge management practices to support learning (20% of Time):

  • Develops summary materials including project facts sheet, learning brief, after-action review report, training materials, and impact summary etc to support accountability and learning within the project.

  • Creates repository of project-related documents, data, reports, and other relevant information and uses RTP’s centralised digital information management systems (including data management system and SharePoint) to store these, making it easier for staff across RTP to find, access, and utilise the project-related information/knowledge.

  • Facilitates regular knowledge sharing sessions and review meetings within the project to encourage open dialogue and foster a culture of continuous learning and collaboration.

  • Collaborates with the Project Manager/Officer and team to implement feedback mechanisms that allow project participants and stakeholders to contribute to the project improvement and adaptation.


#4: Facilitate MEL Capacity building for Project staff and Partners (10% of Time):

  • Works closely with the Country Office MEL Officer to develop and deliver training for project staff and partners on MEL principles, tools, and best practices to ensure that all team members and partners have a uniform understanding of MEL processes and are equipped with the necessary skills to implement them effectively.

  • Participates actively in the RTP MEL Community of Practice

  • Engages in ongoing learning and upskilling related to MEL innovations and play-based learning approaches


#5: Performs other duties as assigned including (5% of Time):

  • Promotes and upholds high standards of child and youth safeguarding, participation, and accountability

  • Understands and embeds the principles of gender equality and social inclusion into project implementation and quality assurance

  • Upholds a commitment to learn about, promote and embed play-based approaches to learning.

Qualifications, Education and Competencies

  • Bachelor’s degree in social sciences, international development, or in subjects related to education, gender equality, social inclusion and children and young people’s protection and psychosocial wellbeing

  • Experience in Monitoring and Evaluation (e.g. university courses, workshops, certificates)


Experience:

  • 2-3 years of practical experience working in international development/social programs, preferably with children and young people

  • Practical experience supporting the implementation of monitoring and evaluation activities and plans (e.g. supporting the preparation for conducting qualitative and quantitative data collection and data entry).

  • Strong knowledge and experience in monitoring and/or evaluating development projects related to education, gender equality, social inclusion and children and young people’s protection and psychosocial wellbeing.

  • Proven experience of managing both qualitative and quantitative data (from collection, processing, analysis to quality checks) with ability to identify trends and generate insights for project improvement.


Competencies/personal attributes:

  • Ability to work appropriately with a variety of populations and stakeholders, including children, youth, parents, teachers and school administrators, government, and other partners

  • Fluency in basic statistical and computer skills (e.g., Microsoft Excel, Word, PowerPoint and Outlook and Teams)

  • Working knowledge of information management systems and digital data collection platforms

  • Strong knowledge of applicable data security and protection regulations in his/her relevant country and willingness to learn and apply requirements of the General Data Protection Regulation (GDPR)

  • Demonstrable ability to generate MEL related reports and data insights products, making them accessible to the project team for data-informed implementation and continuous improvement in project quality


Knowledge/skills:

  • A working knowledge of issues related to sport for development, and advocacy is an added advantage.

  • Ability to plan own work efficiently and works collaboratively with project colleagues.

  • A good skill in planning and managing project-related MEL budget

  • Ability to travel to project communities in performing his/her duties.

  • A strong working knowledge of issues related to the development and humanitarian programming (sport for development, health, education, community development, refugee and internally displaced populations, gender equity, inclusion and advocacy).

  • Proficiency in computer literacy in MS Office


Languages:

  • Fluency in spoken and written English required


Bonus if you’ll bring (not essential):

  • Basic knowledge of SPSS/STATA, and NVIVO are an asset

  • Experience supporting rudimentary analysis for quantitative data (e.g. ability to conduct descriptive analysis) and qualitative data (e.g. identifying key themes and sub-themes)

  • Experience conducting data collection with children

  • Experience in training and capacity-building (e.g. developing and delivering workshops, mentoring and supporting colleagues)

  • Experience in designing data collection tools (both qualitative and quantitative)

  • Personal sport and activity background with coaching experience.

  • Experience in riding Motorbike and holds a valid driver’s license for a motorbike.
