About the Role
We’re seeking a skilled MEAL Advisor to lead the design, implementation, and management of Monitoring, Evaluation, Accountability, and Learning systems for the EMPOWER program in Uganda. Reporting to the MEAL Director, you’ll ensure data-driven decision-making, enhance program accountability, and foster a learning culture within the organization and among partners.
You will work collaboratively with technical leads, program teams, and field-based staff to ensure robust data collection, analysis, reporting, and use across all levels of the program.
Duties, Roles and Responsibilities
1. MEAL Strategy & System Development
Design and update MEAL frameworks, including logframes, M&E plans, and SOPs aligned with Pathfinder and donor requirements.
Lead development of data collection tools and integration with national systems (e.g., DHIS2).
Coordinate with internal teams and implementing partners to ensure MEAL consistency across districts.
2. Performance Monitoring
Establish systems for routine tracking of program indicators and performance targets.
Develop and manage dashboards for real-time data visualization and program analysis.
Standardize reporting formats and tools across all program areas.
Ensure implementation of data quality assurance (DQA) protocols.
3. Research, Evaluation & Learning
Support design and execution of baseline surveys, operational research, and evaluations.
Promote evidence-based learning by capturing lessons and best practices.
Identify knowledge gaps and coordinate research efforts to inform program strategy.
4. Reporting & Data Use
Analyze program data to produce actionable insights for internal teams, donors, and stakeholders.
Lead the preparation of monthly, quarterly, and annual performance reports.
Ensure alignment of data with donor expectations and national reporting systems, including HMIS/DHIS2.
Contribute to documentation for conferences, publications, and donor briefs.
5. Capacity Building
Build the capacity of Pathfinder staff, local government counterparts, and partners in MEAL methodologies and tools.
Provide technical support and mentorship to field-based MEAL officers.
Develop training materials and lead capacity-strengthening workshops.
6. Accountability & Feedback Mechanisms
Establish systems for receiving, managing, and responding to beneficiary feedback and complaints.
Promote transparency and responsiveness across program teams.
Ensure protection of participant confidentiality and ethical standards in data handling.
7. Stakeholder Engagement
Maintain strong working relationships with government bodies, donors, and partners.
Represent Pathfinder in MEAL-related working groups, forums, and technical committees.
Support business development and proposal development with MEAL input and design.
Qualifications, Education and Competencies
Master’s degree in Public Health, Demography, Statistics, Economics, Epidemiology, or related field.
Minimum 8–10 years of progressive experience in MEAL roles in health or development programs.
At least 4 years in a managerial or advisory MEAL capacity.
Proficient in data management and statistical software (e.g., SPSS, STATA, NVivo, Atlas.ti, Power BI).
In-depth knowledge of qualitative and quantitative research methods and M&E frameworks.
Experience with national health information systems such as DHIS2 and HMIS.
Proven leadership in stakeholder engagement, team development, and program learning.
Experience with donor reporting, especially for FCDO-funded programs, is an added advantage.
Excellent communication, report writing, and analytical skills.
