Position: Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer
Company: UCOBAC
Location: Lamwo Field Office, Uganda (with occasional field travel)
Reports to: Senior Program Officer
Working Hours: Monday to Friday, 8:00 AM – 5:00 PM
Contract Type: Full-time

Position Summary
The MEAL Officer will ensure effective monitoring, evaluation, accountability, and learning across UCOBAC’s programs and projects. This role will develop and maintain systems to measure performance and impact, foster organizational learning, and enhance accountability at all levels. The officer will also support the integration of MEAL frameworks aligned with UCOBAC’s strategic goals.

How to Apply
Monitoring, Evaluation, Research & Learning
Develop and implement MEL plans aligned with organizational strategies.
Support program teams in creating and executing functional M&E frameworks to track results.
Maintain accurate and accessible monitoring logs.
Design and implement data collection and analysis tools.
Conduct data analysis to assess progress and recommend improvements.
Document and share best practices and lessons learned.
Support baseline, midterm, and endline evaluations and lead studies, surveys, and assessments.
Coordinate research activities aligned with ethical standards.
Identify capacity gaps and provide MEAL training to staff and partners.
Regularly review and update MEAL systems to meet emerging needs.
Reporting & Quality Assurance
Prepare high-quality MEAL reports (monthly, quarterly, annual) and ensure validation before sharing.
Track performance indicators and sustainability metrics, providing actionable insights.
Use M&E findings to guide strategic planning and program refinement.
Assist in developing case studies and impact stories.
Ensure data quality and ethical reporting standards are upheld.
Manage reporting templates, indicator tracking tools, and dashboards.
Coordinate donor and organizational reporting efforts, ensuring compliance with standards

Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or related field.
Postgraduate Diploma in Monitoring and Evaluation required.
Master’s degree in Monitoring and Evaluation, Statistics, or Research Methods is a plus.
At least 3 years of experience implementing MEAL systems in NGOs or development settings.
Skilled in evaluation methodologies including baseline surveys and impact assessments.
Experience designing data collection and analysis tools.
Strong understanding of participatory M&E and integrating gender and inclusion.
Technical Skills
Proficient in statistical software (SPSS, STATA, Excel).
Familiarity with qualitative data analysis tools (e.g., ATLAS.ti).
Strong facilitation and capacity-building abilities.
Excellent communication, reporting, and interpersonal skills.
Fluency in English and Acholi required; Arabic, Dinka, or Nuer an advantage.
Riding skills are an added advantage.
