MERL Officer – Girls in Crisis Project job at Plan International

Job Description
The MERL Officer, reporting to the Project Manager and working in close collaboration with the MERL Regional Coordinator, will be responsible for the development and execution of monitoring and evaluation activities within the Girls in Crisis Project. The officer will support the project by tracking progress against key indicators, maintaining the project’s Management Information System (MIS), and producing timely data and reports for decision-making. This includes collecting and analyzing data on project outputs and outcomes, contributing to donor and internal reports, and collaborating with local government departments, partners, and the Plan International Country Office MERL team. The role will also ensure data quality, develop monitoring tools, support capacity building in M&E, and uphold Plan International’s safeguarding and inclusion policies.
Duties, Roles and Responsibilities
Design and implement M&E frameworks and systems for the project
Collect, analyze, and manage data on project indicators and activities
Maintain and update the Project MIS to ensure timely and accurate reporting
Assist the Project Manager with the preparation of periodic progress reports
Monitor the implementation of project activities in collaboration with project teams
Conduct field visits for data verification and support field staff in data collection
Develop monitoring tools and data collection instruments
Support internal and external evaluations of the project
Collaborate with district local government departments and project partners
Ensure quality control and data integrity
Promote learning, feedback, and knowledge sharing within the project team
Qualifications, Education and Competencies
Bachelor’s Degree in Statistics, Social Sciences, Development Studies, M&E, or a related field
At least 2–3 years of experience in monitoring and evaluation, preferably in NGO or humanitarian settings
Proficiency in data analysis tools (e.g., Excel, SPSS, KoboCollect, ODK)
Strong understanding of project cycle management and results-based management
Good interpersonal, communication, and report-writing skills
Experience working with district local government structures is an added advantage
Demonstrated commitment to child safeguarding, gender equality, and inclusion
