MEAL Coordinator – Uthabiti Activity job at Save the Children
Save the Children
The MEAL Coordinator – Uthabiti Activity is responsible for providing support to the Uthabiti Activity MEAL function and will work with the Uthabiti Activity MEAL team and partners’ MEAL focal persons, Field Technical Coordinators (FTCs), Technical Specialist and the project team to design and lead a strong MEAL system for the project.
He/she will support integration of Geographical Information System (GIS) in project reporting, including GIS mapping and dissemination of MIS/GIS reports. The MEAL system’s objective is to ensure harmonised and aligned data collection and monitoring to inform decision-making, accountability, reporting and learning in a timely and strategic manner.
Programme Support
In close collaboration with the Uthabiti Activity MEAL team and partners’ MEAL focal persons, participate in the design and development of monitoring tools and aligned indicator definitions across the Uthabiti Activity partners to ensure consistent and timely tracking of all project indicators.
Assess the needs of the target communities in the areas of Uthabiti Activity as may be required from time to time as a basis for designing, implementing, monitoring, and evaluating programs.
Maintain a robust MEAL System
Review Program data collection tools to ensure that tools provide required information on BHA Mandatory and Project Specific indicators.
Support implementation of Activity’s MIS and integration of Geographical Information System (GIS) in program reporting. Support GIS mapping and dissemination of MIS/GIS reports. Provide MIS content/requirements and feedback to MEAL team and document progress on indicators/achievement of targets
Participate in the design/ review of MEAL Plan, to include the Activity’s Theory of Change (TOC), Logical Framework (Log frame), Indicator Tracking Table (ITT), Performance Indicator Reference Sheets (PIRS), Reporting Plan, Monitoring Approach, Data Quality Assurance, in addition to other report requirements as may be requested
Complaints Response and Feedback Mechanism (CRM)
Support the Uthabiti Activity project team in the development of information sharing materials/briefs, posters and brochures, and dissemination of Project information materials to relevant stakeholders, partners and beneficiaries.
Set up relevant contextualized feedback and complaints infrastructures, mechanisms, and approaches to receive feedback and complaints from beneficiaries including children
Integrate ICT in the Uthabiti Activity MEAL system
Support implementation of Uthabiti Activity Management Information System (MIS) and integration of Geographical Information System (GIS) reporting and coordination Support GIS mapping and dissemination of MIS/GIS reports. Provide MIS content/requirements and feedback to MEAL team and document progress on indicators/achievement of targets
Enhance use of digital data collection, through the use of Kobo, ODK, or other programs.
Partnerships
Participate in joint field monitoring and provide regular guidance and support to ensure partner’s effective implementation of MEAL according to expected standards and donor requirements
Learning
Foster and develop a culture of learning within the Uthabiti Activity program based on learning priorities for the donor and partners.
Establish information-sharing mechanisms for project staff to document and share examples of good and bad practice and learning.
Identify opportunities for research and learning questions in collaboration with the project team, Uthabiti Activity program Manager, MEAL manager and Technical Specialists.
Planning, Budgeting and Reporting
Provide day to day direct support to Uthabiti Activity team in preparation and reviewing of annual and quarterly Project plans and Project reports, ensure that Project reports meet SCI reporting standards.
Oversee the MEAL budget utilization and ensure timely implementation MEAL activities
Communication and Networking
Foster a culture of information sharing, learning and collaboration within the Uthabiti Activity
Be available for and responsive to questions, queries and requests for information and support from the project teams.
Create and sustain positive working relationships internally with other technical staff; externally with the district local government and CSO partners, and other stakeholders, and maintain an up to date understanding of key development trends in the Project area.
Capacity building of program teams
Identify the capacity gaps and needs of the partners’ staff in MEAL, program quality and utilization of the MEAL system.
Develop a learning/capacity building matrix to ensure teams capacity are built through continuous mentorship, coaching, training etc.
Minimum of a Bachelor’s Degree in either Statistics, Economics or Humanities
Minimum of four years working experience in monitoring and evaluation of Livelihood projects with an International NGO
Previous experience with USAID funding;
Knowledge and practical experience developing an M&E-GIS System to generate data, dashboards and web maps using ArcGIS, QGIS or similar GIS software;
Computer proficiency, especially related to professional office software packages (Microsoft Office), particularly MS Excel, MS PowerPoint, MS Outlook, MS Word and at least one analysis software (SPSS, STATA, etc.);
Knowledge and use of various survey methods for monitoring of different programs;
Prior experience establishing and running coordination mechanisms;
Additional training and experience in biostatistics or monitoring and evaluation and MIS is an added advantage;
Experience of working with local partners and District Local Government in
Livelihood sector is an added advantage.
Strong analytical skills and strategic planning abilities;
Sound written and oral presentation skills
