The Uganda National Oil Company (UNOC) Limited is a limited liability company fully owned by the Government of Uganda. It was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both enacted in 2013, and incorporated under the Companies Act, 2012.
UNOC is mandated to manage the State’s commercial interests in Uganda’s oil and gas sector, ensuring sustainable exploitation of petroleum resources.

Job Title: Manager – Social and Sustainability (1 Vacancy) – Re-advertised
Reports To: Chief Corporate Affairs Officer
Job Purpose
The Manager – Social and Sustainability will be responsible for developing and overseeing UNOC’s Environmental, Social, and Governance (ESG) policies and practices. The role ensures that social management plans are effectively implemented to secure and maintain the company’s social license to operate within host communities, in line with international best practices and stakeholder expectations.
Duties, Roles and Responsibilities
Design, implement, monitor, and evaluate the progress of UNOC’s Sustainability Strategy and ESG program.
Develop and coordinate the implementation of sustainable organizational practices and programs.
Define and oversee land acquisition processes, ensuring transparent and compliant execution.
Develop and implement Livelihood Restoration Programs for both physically and economically displaced persons, in accordance with international standards.
Oversee social impact assessments, including ESIA-related studies and Human Rights Impact Assessments.
Integrate mitigation measures into social management plans, contractor action plans, and the project’s commitment register.
Implement the stakeholder engagement framework and community engagement strategy.
Develop a strategy for engaging NGOs and civil society organizations, working collaboratively with the Public Relations and Communications teams.
Design and implement a Social and Environmental Investment Strategy, identify partners, and evaluate performance outcomes.
Monitor and manage community issues and concerns related to UNOC projects—ensure proper documentation, tracking, and resolution.
Conduct research on emerging environmental and social sustainability issues, and advise management accordingly.
Lead stakeholder engagements involving Joint Venture partners, government bodies, and host community representatives.
Design and implement awareness programs to foster understanding and appreciation of host communities across UNOC staff and stakeholders.
Identify, develop, and coordinate partnerships with relevant stakeholders to support sustainability initiatives.
Plan and manage community engagement activities, sensitization events, and awareness campaigns.
Develop content and materials for community sensitization—e.g., educational posters, brochures, and sector information packs.
Conduct community satisfaction and impact surveys to assess the effectiveness of social interventions.
Manage the procurement and oversight of consultants for specialized social and economic studies.
Develop monitoring and evaluation frameworks to track progress and measure impact of social programs and projects.
Perform any other duties as may be assigned by the supervisor.
Qualifications, Education and Competencies
Bachelor’s Degree (Hons) in Law, Education, Social Sciences, Social Work & Social Administration, Sustainable Development, Community Development, or a related discipline from a recognized institution.
Master’s Degree in Public Administration, Sociology, Community Psychology, Social Sector Planning, Education, Journalism & Communication, or other relevant fields is required.
Postgraduate training in Sustainability, Environmental and Social Management, or a related discipline is an added advantage.
A minimum of 8 years of relevant experience, with at least 4 years in a supervisory or leadership role in a reputable organization.
Proven experience in monitoring and reporting on social performance.
Knowledge of the Oil & Gas Industry Value Chain is an added advantage.
