Position Summary:

The Insurance Regulatory Authority of Uganda (IRA) is seeking a qualified Manager – Risk to lead the development, implementation, and monitoring of the Authority’s risk management framework. This role ensures that IRA’s operational procedures align with internal policies and compliance requirements to minimize risk and enhance business continuity.


Key Working Relationships:

  • Internal: Top Management Committee (TMC), All IRA Staff

  • External: N/A

Duties, Roles and Responsibilities

  • Review and assess the Authority’s risk management systems to ensure adequacy, effectiveness, and alignment with best practices.

  • Develop, implement, and regularly review risk policies and procedures, ensuring consistent application and interpretation across the Authority.

  • Conduct scenario analysis, risk assessments, and simulations to identify potential disruptions and develop mitigation strategies for business continuity.

  • Perform stress tests, benchmarking, and research to evaluate external and internal factors that may impact IRA’s operations.

  • Prepare detailed risk reports for executive management and the Board, highlighting key risk areas and recommending practical solutions.

  • Develop and update the annual risk management work plan in alignment with the Authority’s strategic activities.

Qualifications, Education and Competencies

Minimum Qualifications:

  • Bachelor’s (Honours) degree in Commerce, Business Administration, or a related field

  • Master’s degree in a management-related discipline

  • Professional certification such as CPA, ACCA, or an equivalent recognized qualification


Experience:

  • Minimum of five (5) years of experience in Risk Management within a reputable organization


Key Competencies and Business Behaviors:

  • Ability to build and sustain an effective control environment

  • Strong communication and stakeholder engagement skills

  • Analytical thinking and conceptual formulation

  • Commitment to continuous improvement and innovation

  • Strong leadership and team supervision skills
