Uganda Telecommunications Corporation Limited (UTCL), trading as Uganda Telecom, is Uganda’s national telecommunication operator, established following the acquisition of assets from the former Uganda Telecom Limited (UTL), which was placed under receivership due to significant debt and mismanagement.
Incorporated on April 8, 2021, UTCL is wholly owned by the Government of Uganda, with the Ministry of Finance, Planning & Economic Development holding 60% of the shares and the Ministry of ICT & National Guidance holding 40%. As Uganda’s premier provider of fixed line, mobile, and internet services, UTCL continues the legacy of the country’s first telecommunications operator, evolving from the East African Post & Telecom Corporation of the 1970s and the Uganda Post & Telecom Corporation of the 1980s and 1990s.
With the largest fixed line and ISP network in Uganda, UTCL offers a wide range of voice and data communication services, including fixed telephony, mobile telephony, ISP, and data services. Its advanced 3G network supports high-speed internet, video telephony, live television, and more, ensuring that UTCL remains at the forefront of Uganda’s telecommunications sector.

How to Apply
Provide legal advice and guidance on all company operations to ensure compliance with applicable laws and regulations.
Draft, review, and negotiate contracts, agreements, and other legal documents to protect the company’s interests.
Represent the company in legal proceedings and liaise with external counsel and relevant government authorities.
Conduct legal research and prepare legal opinions, briefs, and reports to inform management decisions.
Monitor compliance with legal, regulatory, and statutory obligations, and coordinate the company’s complaint management processes.
Support the company in land transactions, licensing, certification, and related legal processes.
Contribute to the development and implementation of legal policies, frameworks, and procedures.
Provide legal and regulatory support to all departments and assist in board secretarial duties as needed.
Bachelor of Laws (LLB) degree from a recognized institution or university.
Postgraduate Diploma in Legal Practice from the Law Development Centre (LDC) or equivalent Bar course from a Commonwealth jurisdiction.
Enrolled advocate of the High Court of Uganda with a valid practicing certificate.
Minimum of 2–5 years of relevant experience in a reputable organization or law firm.
Demonstrated experience in corporate/commercial law, contract management, and litigation.
Knowledge, Skills, and Attributes
Excellent legal drafting and negotiation skills.
Strong analytical and problem-solving abilities.
High level of integrity, confidentiality, and sound judgment.
Effective communication and interpersonal skills.
Ability to work independently and manage multiple priorities under tight deadlines.
