Job Description
Position Title: Legal Officer
Organization: Capital Markets Authority (CMA)
Location: Kampala, Uganda
Reports to: Manager, Legal and Board Affairs
Job Purpose
The Legal Officer will support the provision of legal advisory services, participate in legislative drafting and review, and contribute to the development of legal frameworks that ensure a safe, fair, and efficient capital markets environment in Uganda.

Conduct legal research to inform the review, drafting, and development of capital markets legislation and other related frameworks.
Draft and review contracts, agreements, and other legal instruments to safeguard the interests of CMA.
Organize and participate in stakeholder engagement meetings related to regulatory frameworks and market development.
Draft laws, guidelines, circulars, and regulatory notices in line with CMA's legislative strategy.
Represent CMA in litigation, prosecution matters, and legal proceedings in collaboration with the legal team.
Participate in inter-agency taskforces, working groups, and external forums relevant to capital markets law and policy.
Qualifications, Education and Competencies
Required
Bachelor’s degree in Law from a recognized university.
Postgraduate Diploma in Legal Practice (bar qualification) is mandatory.
Experience and Skills
Minimum of 3 years post-qualification experience in legal practice—preferably in the financial services sector or a reputable law firm.
Proven experience in legislative drafting and legal analysis.
Strong legal writing and contract drafting abilities.
Excellent analytical, problem-solving, and research skills.
Strong verbal and written communication and presentation skills.
Demonstrated ability to work collaboratively within teams and across departments.
Personal Attributes
Highly self-motivated, results-driven, and able to perform under pressure.
Strong organizational skills with the ability to manage multiple priorities.
High level of professionalism and integrity.
