Lead, Program Operations job at Mastercard Foundation

Job Description

The Lead, Program Operations will report to the Head of Operations, Country Programs and play a critical role in overseeing the implementation of country-level program activities and operational plans. This includes developing and managing a 24-month rolling calendar of priorities, coordinating annual planning and budgeting processes, and driving efficiency in partnership development. The role will also focus on improving processes, developing tools and guidelines, and building team capacity through training and knowledge-sharing initiatives. The individual will be responsible for facilitating strategic reviews, planning retreats, and producing operational delivery plans. This role demands a strong project management background, deep stakeholder engagement capabilities, and a passion for improving program delivery and outcomes across Africa.

Duties, Roles and Responsibilities

  • Lead the development and management of a 24-month calendar for country program priorities

  • Collaborate with Country Director and key stakeholders for annual planning and budgeting cycles

  • Track and report on program implementation and progress against objectives

  • Oversee partnership development processes, improving efficiency with Turnaround Time Trackers

  • Develop and implement programming tools, guidelines, and policies to enhance operational quality

  • Facilitate process revisions and support continuous improvement initiatives

  • Organize training, workshops, and learning sessions to build internal capacity

  • Coordinate execution and prioritization of key country-level initiatives

  • Plan and facilitate country reviews, retreats, and prepare operational delivery trackers

  • Promote strategic cohesion and collaboration among internal and external stakeholders

  • Lead implementation of complex projects and country initiatives

  • Monitor project milestones and support delivery with ongoing status updates and improvements

Qualifications, Education and Competencies

  • Bachelor’s degree in Business Administration, Development Studies, Social Sciences, Economics, Statistics, or a related field

  • Master’s degree or postgraduate qualification is an added advantage

  • Minimum of 10 years' experience in program and project management in public or private sectors

  • Professional certification in project, process, or change management preferred

  • Strong track record in delivering projects on time and within scope

  • Skilled in operational and strategic planning, monitoring, and reporting

  • Experience in capacity building and stakeholder engagement

  • Knowledge of inclusive planning frameworks for youth, women, and marginalized groups

  • Proficiency in process improvement methodologies (e.g., Lean Six Sigma)

  • Exceptional problem-solving, communication, and cultural sensitivity skills

  • Strong alignment with Mastercard Foundation’s mission and values
