The purpose of this consultancy is to review the government's progress in the implementation of the recommendations from the Beijing review in 2019 and establish the changes made in the narratives to address and eradicate the root causes of discrimination, gender inequality, and chart a pathway for genuine and substantive equality, with equal rights and equal opportunities for women, men, boys, and girls.
To align and build synergies with the 2030 Agenda for Sustainable Development and galvanize its gender-responsive implementation and will involve as many stakeholders as possible. To check the existence of high-quality gender disaggregated and up-to-date data. To captor existing coordination structures and aspects of multi-stakeholder participation (More details can be found in the attached global overall guide of this consultancy)
Inception Phase
A well phased implementation Plan guide by the BPfA Guidance note with a clear methodology.
Conduct an initial desk review of available documents, gather, and analyze programme data, conceptualize, and come up with a draft report,
Interviews with key stakeholders to capture their views on the scope of implementation.

Management of the review
The review and quality assurance will be managed by UN Women Uganda Country Office in close collaboration with MGLSD technical team. The Consultant will be accountable to UN Women on behalf of the team and report to the Uganda Country Office.
Strong gender analytical skills and a strong understanding of the application of CEDAW, BDPA, SDGs, and other human rights instruments in programming
Excellent writing skills with demonstrable ability for preparing review/evaluation reports at high international standards.
Evidence of work with multi-stakeholders especially Government Ministries and Agencies, UN Agencies, Development Partners, Private Sector, and CSOs.
Strong analytical and communication skills.
Mature judgment and initiative be able to point out critical gender areas of focus based on evidence.
Ability to work under pressure and deliver high-quality results on time.
Pro-active, and dependable.

Education:
Post-Graduate Degree in gender and development, Women’s Studies, Social Sciences, Human Rights Organizational Development, or related field.
Skills & Experience
Excellent communication and writing and presentation skills.
10 years or more years of professional experience in programming for GEWE.
Strong knowledge and experience on international conventions and frameworks like CEDAW, ICPD, Rio+20, Beijing Plan for action, SDGs and UNSCRs.
Strong knowledge and awareness of how governments have supported gender mainstreaming in policy and programmes and linkages with SDGs.
Familiarity of the key partners including the UN, National Planning Frameworks, Gender Machineries and CSOs, relevant line ministries, research institutions, for the promotion of gender equality and women’s empowerment.
Over ten years of practical field experience in Gender reviews and research.
Wide experience in quantitative and qualitative data collection methods and analysis.
Language:
Knowledge of spoken and written English is mandatory.
