Under the direct supervision of the Human Resource Coordinator and in close collaboration with the Area Manager, the HR Assistant will ensure the efficient and effective management of the Human Resources of the field office. The HR-Assistant will actively contribute to the implementation of HR policies and guidelines, reinforce HR processes (recruitment, onboarding, EDR, employee-relations, exit management/Separation), offer guidance and HR services to Staff. Will promote staff welfare within the framework of DCA policies, procedures, and Ugandan Labor Laws.
Responsible for effective day to day operations of the HR function in the field office while actively providing support to the Area Manager, Project managers and other supervisors on HR related matters.
Support the recruitment process of staff. This includes placing adverts, facilitating the work of the panel in the short listing and interviewing process; administering the tests; taking part in the interviews and background checks.
Support the Coordination of staff on-boarding activities including drafting the orientation schedule, liaising with departments and following up on activities.
Update the staff data in the HRIS and maintain staff files, ensuring that all the necessary staff documents are filed.
Monitor dates relating to probationary periods, end of contracts, leave balances and EDR for all staff.
Support the implementation of all the relevant HR guidelines, policies and procedures and ensure they are applied uniformly.
Charged with maintaining and updating the field phone tree.
Ensure that all field staff have valid IDs, medical and GPA insurance cover.
Liaise with Line Managers to track, update and monitor training progress for all staff as identified on the EDR.
Assist in dealing with grievances and in the implementation of disciplinary procedures.
Maintain confidentiality of information and ensure compliance with DCA code of conduct, HR policies and procedures.

Bachelor’s degree in human resource management or organizational psychology with a minimum of 3years work experience, substantial knowledge, and experience of Human Resource Management in the International NGO.
Membership of the HRMA-Uganda will be an added advantage.
Professional qualification in Human Resources Management will be added advantage.
Substantial knowledge of the concepts of the Uganda Labor laws.
Excellent organization and analytical skills with the ability to work under minimum supervision.
Ability to deliver effective day-to-day HR services to the field office.
Excellent communication skills (verbal & written) and fluent in written and spoken English.
