Job Description
Health Informatics Specialist – Uganda
Organization: FHI 360
Position Summary
The Health Informatics Specialist will provide technical leadership and support for the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Uganda. The role focuses on enhancing and integrating health information systems to strengthen surveillance and response capacities in collaboration with government partners.
Key areas of focus include digitalizing surveillance data, improving interoperability and data sharing across sectors, advancing health data analytics and visualization, supporting geospatial mapping, and improving alert generation systems.
The Specialist will work closely with the Monitoring, Evaluation, and Learning (MEL) Officer to generate health analytics that support STRIDES reporting and collaborate with both country and headquarters teams to coordinate technical aspects of surveillance and informatics activities.
Duties, Roles and Responsibilities
Technical Leadership
Provide overall technical guidance and support on health informatics to project staff.
Lead the development of an integrated, case-based surveillance (CBS) system that consolidates facility- and community-level data across multiple diseases.
Strengthen data interoperability and sharing across sectors by integrating various surveillance systems.
Support the digitalization of surveillance processes, including generation of electronic bulletins and automated data collection.
Collaborate with government stakeholders to design and implement health informatics platforms.
Facilitate data linkage and integration across partner-supported digital solutions and tools.
Ensure informatics activities align with FHI 360’s strategies and standard operating procedures (SOPs).
Develop technical briefs, reports, and documentation to share best practices and lessons learned.
Provide technical input on project strategies, reports, and presentations.
Perform any other technical duties related to health informatics as assigned.
Qualifications, Education and Competencies
Education:
Master’s degree in Health Informatics, Public Health, Epidemiology, Biostatistics, or related field (e.g., Health Information Systems, Health Data Science).
Bachelor’s degree in Computer Science, Statistics, Mathematics, Data Science, or Information Systems.
Additional certification in a related field is an advantage.
Experience:
Minimum of 6 years of relevant experience in health information systems, data analytics, and data visualization.
Proven experience in global health security systems, disease surveillance, and outbreak reporting.
Previous work experience in NGOs, government agencies, or private sector organizations.
Demonstrated collaboration with government partners.
Proficiency in data management and visualization tools such as MS Excel, Power BI, Tableau, SAS, SPSS, or Stata.
Experience with geospatial modeling is preferred.
Excellent negotiation, coordination, communication, and interpersonal skills.
Working Conditions
Typical office environment.
Ability to work for extended periods at a computer.
Occasional lifting/movement of items up to 5 lbs.
Technology Used:
Personal computer or laptop, Microsoft Office 365 (SharePoint, Teams, etc.), mobile technology, and standard office equipment.
