Head Project Execution (HPE)
Reports to: Permanent Secretary / Secretary to the Treasury
A. Job Purpose
To operationalize a framework for monitoring the implementation and performance of public investments, including reviewing and scrutinizing project reports and ensuring timely follow-up on agreed actions.
To drive improved project implementation and the timely delivery of results.
To coordinate and engage key stakeholders to resolve implementation bottlenecks affecting major Government projects and strategic interventions, ensuring value for money and timely execution.
Duties, Roles and Responsibilities
Scope of the Assignment
The Head Project Execution will:
Profile all high-impact Government investments aligned to the 10-fold Growth Strategy and NDP IV.
Conduct routine reviews of project monitoring and performance reports to identify and resolve bottlenecks.
Identify high-impact project execution risks and coordinate their mitigation.
Engage stakeholders including financiers, donors, and project oversight units in MOFPED, OPM, OP, NPA, and OWC to address implementation challenges.
Hold PICs and PCUs in MDAs accountable for timely delivery of project results.
Maintain an updated database of all high-impact projects.
Maintain a database of all PMUs and engage them regularly to resolve execution issues.
Ensure projects meet value-for-money standards in cost, time, and quality.
Follow up on agreed actions until full resolution.
Maintain a real-time matrix tracking progress of project bottlenecks.
Track financial absorption and cost structures.
Develop systems for real-time project implementation progress reporting.
Key Deliverables
The Head Project Execution will produce:
A database of all high-impact projects.
A database of all PMUs.
Quarterly and annual briefs on high-impact investment progress.
Timely resolutions of agreed project implementation issues.
A continuously updated flagship project milestone tracker.
Regular risk assessment updates.
Project cost structure tracking reports.
Qualifications, Education and Competencies
Minimum Qualifications
Bachelor’s degree in Economics, Statistics, Engineering, Administration, Business, or Law.
Master’s degree in Quantitative Economics, Economics (CMAP), Statistics, Energy/Transport/Health Economics, Engineering, Administration, Business, or Law.
A postgraduate qualification in Project Planning, Monitoring, Management, or Implementation is an added advantage.
Experience
At least 12 years of Government experience in Project Planning and Investment for major Government projects and programmes.
Minimum of 3 years’ experience in project analysis and the Public Investment Management System (PIMS)
Experience managing Development Partner–financed projects.
Competence in developing and analyzing complex financial models for infrastructure projects, including sensitivity analysis.
Experience in developing M&E systems and tools for public investments.
Ability to analyze and solve complex problems.
Certification in Project Management and Appraisal.
