Job Description
The Head of Procurement Management Unit (HPMU) will be responsible for developing procurement strategies, leading procurement processes, ensuring regulatory compliance, and managing supplier relationships. The HPMU will provide technical guidance on procurement to all departments and advise the CEO on procurement matters. This role includes managing contracts, implementing disposal plans, and representing the Institute in procurement collaborations and regulatory matters.
The HPMU reports directly to the Chief Executive Officer.
Duties, Roles and Responsibilities
Lead the preparation and execution of the annual procurement plan
Manage tendering processes in line with legal and institutional procedures
Draft and manage procurement contracts per national procurement regulations
Maintain vendor/supplier relationships and oversee contract performance
Provide procurement advisory services to all departments and units
Advise the CEO on procurement strategies and inventory management
Implement asset disposal plans per procurement guidelines
Ensure compliance with Tanzanian procurement laws and PPRA regulations
Strengthen partnerships with regulatory authorities such as PPRA
Qualifications, Education and Competencies
Must be a current public servant within a government ministry, agency, or department
Master’s Degree in Procurement and Supplies Management, Materials Management, Business Administration (Procurement and Logistics), or related field
Certified Procurement and Supplies Professional (CPSP) or equivalent
Registered with PSPTB in the category of Authorised Professional
Minimum of 10 years of relevant experience, with at least 5 years in senior-level public procurement management
Fluency in both English and Kiswahili
