Participatory Ecological Land Use Management (PELUM) Kenya
Job Description
The Head of Finance and Administration will be responsible for leading financial planning and oversight, ensuring compliance with donor requirements and local laws, managing sub-grants and audits, overseeing HR and procurement processes, and actively contributing to organizational strategy as part of the senior management team.
Key functions include:
Developing and managing budgets, financial systems, and internal controls.
Preparing and presenting financial reports to internal and external stakeholders.
Leading a team comprising senior finance and HR personnel.
Overseeing procurement, sub-granting, compliance, and risk mitigation.
Supporting recruitment, performance management, and organizational policy compliance.
Duties, Roles and Responsibilities
Financial Leadership & Oversight
Manage budgeting, forecasting, and financial planning.
Ensure compliance with local regulations and donor requirements.
Oversee financial reporting and internal control systems.
Present financials to boards, donors, and strategic partners.
Granting & Financial Management
Oversee sub-grants and conduct financial assessments of partners.
Ensure compliance, reporting, and capacity building for sub-grantees.
Procurement Oversight
Guide procurement planning and approve procurement documentation.
Ensure transparency, value for money, and contract management.
HR & Administration
Lead HR functions including recruitment, onboarding, and performance.
Oversee logistics, office operations, and statutory compliance.
Strategic & Management Team Involvement
Participate in organizational decision-making and strategy.
Support fundraising and financial alignment with programs.
Qualifications, Education and Competencies
Education:
Bachelor's degree in Finance, Accounting, or related field.
Master’s degree is an added advantage.
Professional Qualification:
CPA (K) or ACCA – Mandatory
Experience:
At least 7 years in senior financial management roles.
Strong background in NGO, network, or non-profit financial operations.
Experience managing sub-grants and large, donor-funded budgets.
Technical Skills:
Proficiency in Sage Evolution is required.
Familiarity with other accounting software is an added advantage.
Key Competencies:
Leadership and team management skills.
Financial analysis, reporting, and presentation abilities.
Excellent organizational, decision-making, and communication skills.
Strategic thinking and the ability to manage complex operations.
