Job Description

The Grants Finance Officer will be responsible for monitoring and managing project budgets, providing financial capacity-building support to partners, ensuring compliance with donor and organizational guidelines, managing project assets, supporting procurement processes, maintaining internal controls, and ensuring timely financial reporting. The role demands strong analytical skills, attention to detail, budget preparation expertise, and field support for project teams.

Duties, Roles and Responsibilities

  • Conduct monthly analysis and monitoring of project budgets.

  • Provide leadership in budgetary control and budget revisions.

  • Perform monthly financial analysis and reporting.

  • Conduct quarterly partner financial reviews and build partners' financial management capacity.

  • Review and post partners’ monthly financial reports into the accounting system.

  • Examine financial data for accuracy and compliance.

  • Facilitate project visits to review construction and delivered items.

  • Maintain an updated asset register in line with donor and WV regulations.

  • Establish and maintain strong internal controls to prevent waste and fraud.

  • Oversee timely procurement according to WV policies.

  • Ensure timely submission of staff timesheets and labor distribution reports.

  • Provide technical assistance on financial issues to project staff.

  • Respond promptly to financial queries related to the project.

Qualifications, Education and Competencies

Required Professional Experience:

  • Minimum 5 years progressive experience in project accounting, financial management, grants, contracts, and partner management in a donor-funded environment.

  • At least 3 years with an international NGO preferred.

  • Strong skills in budget preparation and financial reporting.

  • Advanced MS Office skills, particularly Excel.

  • Prior supervisory experience and strong organizational abilities.

  • Excellent English communication skills, both oral and written.


Required Education and Certification:

  • Bachelor’s degree in Accounting, Finance, or equivalent.

  • Professional qualifications such as ACCA or CPA are an added advantage.


Preferred Knowledge and Qualifications:

  • Supervision experience.

  • Experience managing donor funds and understanding of donor compliance.

  • Working knowledge of international donor-funded projects.

  • Planning and organizational skills.

  • Familiarity with Excel and SunSystems accounting software.

  • Experience with an international organization is an advantage.


Other Requirements:

  • Willingness to travel to field sites as required.
