About the Organisation
The Agency for Accelerated Regional Development (AFARD), in partnership with six implementing organizations — African Agribusiness Incubation Network (AAIN), Omia Agribusiness, Agromax, Tropical Institute of Development Innovations (TRIDI), Uganda Rural Development and Training Institute (URDT), and Gudie Leisure Farm (GLF) — and in collaboration with the Mastercard Foundation, will implement a transformative five-year program titled “Sustainable Inclusive Youth Employment Pathways (SIYEP)”.
The SIYEP program is part of the Young Africa Works Strategy and aims to tackle youth unemployment among young women in West Nile, Karamoja, Acholi, Central, and Western Uganda. The initiative targets to directly reach 258,000 young women, including 7% refugees and 5% young women with disabilities (YWWDs). The goal is to transition 90% of participants into employment, and ensure 70% secure dignified and fulfilling work.
Key interventions will include institutional capacity building, market-relevant training, skilling, incubation, and improved access to capital and markets. Implementation will engage Technical and Vocational Education and Training (TVET) institutions, local artisans, and incubation centers, working closely with both local and central government entities such as:

Ministry of Gender, Labour and Social Development (MoGLSD)
National Council for Higher Education (NCHE)
Uganda Business and Technical Examinations Board (UBTEB)
Directorate of Industrial Training (DIT)
Uganda National Bureau of Standards (UNBS)
Uganda Registration Services Bureau (URSB)
Uganda Revenue Authority (URA)

Job Description
Reporting to the Technical Advisor for Youth Skilling & Workforce Development, the Gender and Safeguarding Specialist will lead programmatic efforts to integrate gender and safeguarding measures across all project stages. The role involves conducting gender and safeguarding assessments, developing SOPs and action plans, supporting implementation across partners, building capacity, documenting best practices, and overseeing incident management frameworks. The Specialist will ensure collaboration with the Foundation's Gender and Safeguarding Leads and strengthen policy integration, monitoring, and learning across the program.
Duties, Roles and Responsibilities
Management Functions:
Oversee development of annual gender and safeguarding technical assistance (TA) workplans and budgets.
Ensure effective coordination between the gender and safeguarding partner and all consortium partners.
Establish and lead the gender and safeguarding focal point network.
Collaborate with Mastercard Foundation’s Gender and Safeguarding Leads.
Ensure best practices and lessons are documented and disseminated.
Gender Mainstreaming:
Conduct a comprehensive gender assessment with tailored recommendations.
Develop Gender Mainstreaming SOPs, Action Plans, and support downstream partners in their implementation.
Integrate gender considerations into training, IEC materials, and MERL systems.
Train consortium stakeholders on gender awareness and policy integration.
Conduct and disseminate findings from annual program gender audits.
Safeguarding:
Perform a safeguarding risk assessment and create mitigation plans.
Develop SOPs and Safeguarding Implementation Plans for the program and partners.
Ensure safeguarding is embedded in recruitment, training, and MEL systems.
Train consortium staff and partners on safeguarding integration.
Develop incident reporting frameworks and manage safeguarding cases.
Establish a complaints and feedback mechanism.
Qualifications, Education and Competencies
Bachelor’s degree in Gender and Women Studies, Development Studies, or Social Sciences; Master’s degree is an added advantage.
Additional training in project planning, safeguarding, protection, or legal matters is an asset.
Minimum 5 years of experience in gender mainstreaming and partnership development within a consortium setting.
Solid understanding of gender-transformative approaches, GBV prevention, and safeguarding protocols.
Demonstrated capacity-building experience with implementing partners.
Experience in developing operational tools such as curricula, guidelines, and policies.
Familiarity with refugee-host community contexts is desirable.
Strong facilitation, interpersonal, communication, and report writing skills.
Proficient in working with youth and applying inclusive, participatory methods.
Willingness to travel to rural/remote areas as required.
Strong teamwork and adaptability in a dynamic environment.
