Job Description
Job Title: Finance Officer – Compliance & Accountability
Organisation: Welthungerhilfe (WHH)
Duty Station: Kampala, Uganda
Job Summary:
The position is to be based at the Country Office with regular travels across project and field locations, providing support to Finance and other departments such as Procurement and Logistics, and HR/Admin, as well as to WHH partner organisations.
The objective of the position is to review and ensure compliance with financial management, procurement, and HR standards across programmes and projects, contributing to effective risk mitigation and operational efficiency. The role ensures that all administrative and financial processes at project and Country Office levels are auditable, transparent, and efficient, supports the checking of internal control compliance, and assists the Senior Leadership Team in fulfilling their risk management and supervisory responsibilities.
Duties, Roles and Responsibilities
Act as the focal point for compliance administration.
Ensure project funds are managed in line with Welthungerhilfe and donor regulations.
Support preparation of budget control documents, annual financial statements, and financial reports for donors.
Monitor management of relief supplies, assets, and inventory, ensuring compliance with import and asset management policies.
Check monthly cost-sharing of employment costs, office and vehicle running costs.
Review voucher files for completeness and compliance with internal standards.
Review procurement, logistics, and HR compliance across all projects.
Ensure completeness and quality of digital voucher scanning and filing systems.
Lead and coordinate internal/external audits and donor spot checks.
Follow up implementation of audit and review recommendations to ensure continued robustness of internal control environment.
Support monitoring and backstopping missions to project locations.
Qualifications, Education and Competencies
Bachelor’s degree in Accounting, Finance, or Economics from a recognized institution.
CPA, CIMA, or ACCA membership (or significant progress toward it) is an advantage.
Minimum five years’ experience in project financial administration, preferably with international NGOs.
Proven experience managing donor-funded grants (e.g., BMZ, AA, GIZ, Charity Water, ENABEL, EU, UN).
Proficient in financial software and Office 365 applications.
Demonstrated integrity, transparency, and professionalism in financial conduct.
Strong analytical, advisory, and interpersonal skills, with the ability to support senior management.
Self-driven, flexible, organized, and an effective team player.
Ability to meet reporting deadlines and ensure compliance with policies and standards.
Proven capacity to build and maintain effective working relationships with internal and external stakeholders.
