The Finance Manager role is responsible for the day-to-day management of BIXAL’s USAID Uganda MEL Activity finance activities. This role supports the Director of Finance and Administration in implementing effective and efficient financial management controls in line with the country strategy and BIXAL home office finance team objectives, ensuring alignment with the overall goals of the USAID/Uganda MEL Activity.

Responsibilities
Work with the HR Manager to prepare bi-monthly payroll for submission to the Director of Finance & Administration for review and approval.
Ensure salary deductions are correctly applied and inform staff of any deductions prior to payroll finalization.
Coordinate timely submission of approved staff timesheets for accurate payroll preparation and documentation.
Review and maintain records of NSSF and tax remittances (PAYE, LST) for staff each month.
Monitor cash flow and prepare monthly cash flow projections to support fund requests from BIXAL Head Office.
Review BIXAL USAID – Uganda MEL Activity bank and field advance accounts monthly.
Review financial transactions posted into BIXAL's accounting system and prepare monthly financial reports for submission to the Director of Finance and Administration.
Maintain thorough documentation of all field financial transactions, ensuring alignment with USG rules, regulations, and BIXAL financial procedures.
Maintain comprehensive paper and electronic filing systems for easy document retrieval during financial reviews and audits.
Execute approved payments for local vendors, contractors, and consultants for goods and services in accordance with BIXAL policies and USG regulations.
Review travel advance aging reports and work with program staff and the Finance Officer to resolve accounting issues in line with BIXAL financial policies.
Obtain VAT exemptions and other documentation required for procurement in compliance with USAID and BIXAL regulations, maintaining communication with authorities for financial and contractual guidance.
Review quarterly and annual VAT reports and ensure timely submission to USAID.
Conduct financial orientations for new staff and share necessary financial templates.
Assist with internal and external financial reviews/audits.
Monitor general ledger accounts to prevent mis-postings.
Design and maintain the interface between payroll, the management information system, and the general ledger.
Support the Finance Director in preparing USAID donor budgets and the annual BIXAL budget.
Qualifications, Education and Competencies
Qualifications
Bachelor's degree plus 5 years of experience in finance, administration, or a related area (e.g., accounting, management, or compliance).
Fluency in English.
Professional certification (ACCA, CPA, CIMA) is an added advantage.
Knowledgeable about USAID policies and regulations regarding financial management and compliance.
Experience with QuickBooks or other accounting software.
Strong computer skills, including advanced proficiency with Microsoft Excel, email, Internet, and Microsoft Windows applications.
Ability to work independently, prioritize work assignments, meet deadlines, and exercise professional judgment.
Strong attention to detail and excellent interpersonal communication skills.
Excellent English language skills, both verbally and written.
Knowledge of current practices, trends, and information affecting the business.
Commitment to developing and staying up to date on company policies, practices, and trends
