We are a Non-profit making and Non-Governmental Organization formed in 2014 to support and coordinate nonpublic partners engaged in TB control in Uganda. It helps to increase momentum to upgrade TB control and harness new Inputs from these and even non-traditional partners in TB control. USTP has over 60 such partners. All these partners subscribe and contribute to the national strategic plan for TB control that is spearheaded by the Ministry of Health through the National TB and Leprosy Program, NTLP. Each partner brings specific expertise, experience and resources to contribute to the National TB response.
USTP has a General Assembly, the Partners’ Forum which brings together all members. Functionally, the USTP is made up of a coordinating board (The Board) and a secretariat which are the governing body and focal point for the coordination plus control of the Partnership activities respectively.

Duties, Roles and Responsibilities

Ensure that all project financial management, procurement and human resource practices follow USTP policy and donor regulations. Ensure appropriate internal control and effective management of funds to avoid waste and misuse. Work collaboratively with program managers, board members, and stakeholders, and communicating financial information effectively to diverse audiences.

  • Prepare information as needed to provide the Executive Director with a financial overview to support effective decision-making.

  • Ensure that expenditures are within budgets and in compliance with commitments made in grants and work plans; Track and analyze all costs incurred and oversee preparation and timely submission of monthly financial statements and reports;

  • Develop program budgets with teams and monitors budget pipelines; Provides timely and accurate financial reports as required.

  • Manages internal and external financial audits of the program; Timely preparation and processing of payments by ensuring that all payments are reasonable, allowable, allocable.

  • Ensure proper banking & Mobile money management and control to mitigate risks.

  • Supervise Management of petty cash fund by reviewing (for accuracy) and processing petty cash and bank vouchers. Supervise Finance assistant.

  • Bachelor’s Degree with a major in Accounting

  • Two to three 3 years of accounting experience in a non-profit setting, or equivalent experience, training and education.

  • 1 year should be of developing country experience or resource deprived environment.

  • A professional certificate in accounting such as ACCA or CPA.

  • Experience in the financial management of overseas programs at the management level.

  • Experience in working with computerized accounting systems, standard spreadsheet and database programs.

  • Experienced using SAGE / PASTEL software is preferred.

  • Strong understanding of non-profit financial management, including fund accounting, budgeting, grant management, and compliance with donor restrictions and regulations.

  • Familiarity with grant writing, fundraising strategies, and financial reporting requirements for grants and donations.

  • Ability to identifying and mitigating financial risks, ensuring adequate internal controls, and compliance with regulatory requirements.


Additional requirements include:

  • Dedication to the mission and values of USTP, understanding how financial decisions impact the organization's ability to achieve its goals.

  • Commitment to ethical behavior, honesty, and transparency in financial reporting and stewardship of donor funds.

  • Efficiently managing financial resources, including budget allocation, cost control, and optimizing financial sustainability. Ability to analyze financial data, interpret trends, and provide strategic insights to support decision-making and financial planning.

  • Understanding and measuring the financial impact of programs and initiatives on the organization's mission and stakeholders.

  • Flexibility to navigate the dynamic and often unpredictable financial landscape of non-profits, including responding to changes in funding and regulatory environments.

  • Ability to think strategically about financial sustainability, long-term planning, and innovative financial strategies to support organizational growth and impact.

  • Ability to handle financial challenges and constraints common in non-profits, while maintaining a proactive and solutions-oriented approach.

  • Ability to prioritize tasks, meet deadlines, and manage multiple projects simultaneously while maintaining accuracy and quality of work.
