The International Development Law Organisation (IDLO) Uganda Country Office is looking for a national expert to conduct an evaluation of the impact of Police Training on GBV Investigations and Application of Diversion Guidelines. The evaluation follows a series of trainings offered to police officers in 8 regions across the country since 2021 to improve their capacity in the prevention and response to Gender Based Violence (GBV) cases, Violence Against Children (VAC) and the application of Children Diversion Guidelines. The trainings have been conducted with technical support from International Development Law Organization (IDLO) with funding from the Government of Sweden. IDLO intends to assess the impact the training has had in order to improve its interventions (where necessary) and inform its future capacity development support to the Uganda Police Force and other sister institutions.

Under the supervision of the IDLO Country Manager and in close coordination with the Field Programme Manager and the Monitoring, Evaluation and Learning Coordinator, the consultant will be tasked to:
Review the training content and process followed in the delivery of training.
Evaluate whether the intervention achieved its intended objective.
Assess any changes in police operations resulting from the training.
Provide recommendations for enhancing the training and its delivery within the police force.
Prepare and present findings of the evaluation to the technical team from the Uganda Police and IDLO.
Submit a final evaluation report to IDLO capturing key aspects of the required content as listed above. The report should not exceed 30 pages including annexes.
Deliverables:
The Consultant is expected to produce the following deliverables:
Prepare and present draft findings of the evaluation before the technical team from Uganda Police and IDLO.
Compile and submit the final evaluation report to IDLO.

Master's degree in social sciences, Project Management, Monitoring and Evaluation, or a closely related field.
Minimum of 10 years of relevant professional experience, particularly in project/program management, change management, and evaluations.
Experience working within the governance, access to justice, policing, and international development sectors would be highly advantageous.
Languages
Outstanding written and verbal skills in English are required.
Specific knowledge, skills, and competencies:
Proven track record of undertaking consultancies in project evaluation, capacity development delivery and assessments and related tasks.
