Job Description
Job Title: E-Justice Consultant

Job Summary:
As part of the Supporting Access to Justice for Sustainable Development in Uganda (AJSD) Programme implementation, the IDLO Uganda Country Office, in partnership with the Governance and Security Programme (GSP) Secretariat seeks to engage a qualified expert to undertake a comprehensive assessment and review of the JLOS E-Justice Strategy (2021–2026).
The objective of the assignment is to evaluate progress, outcomes, challenges, and sustainability, and to provide recommendations for the development of the next sector-wide digitalization plan (2026–2030).
The consultant will work under the supervision of the Technical Advisor e-governance at the JLOS Secretariat and the IDLO Uganda Programme Manager and will receive logistical support from the JLOS Secretariat and IDLO. The JLOS E-justice Working Group will provide oversight.
Duties, Roles and Responsibilities
The consultant will undertake the following tasks:
Submit an inception report detailing methodology, work plan, deliverables, timelines, and preliminary findings.
Review strategy documents, implementation plans, monitoring reports, and evaluation frameworks.
Conduct key informant interviews with all seventeen (17) JLOS institutions, other Justice institutions, development partners, ICT regulators, private sector actors, and beneficiaries.
Assess the digital infrastructure, including the level of automation of the business processes of institutions, the systems deployed, and the level of integration across institutions.
Evaluate the degree of user adoption, digital literacy, and accessibility for women, youth, persons with disabilities, and other marginalized groups.
Analyze the financial and technical resources allocated and utilized for strategy implementation.
Map the institutional, legal, and policy frameworks supporting e-justice.
Provide a comparative analysis with regional and international e-justice benchmarks.
Produce a final report with findings, lessons, and recommendations.
Qualifications, Education and Competencies
Experience
At least 10 years of experience in public sector reform, ICT/digital transformation, or governance consultancy.
Proven track record in conducting evaluations/reviews of sector-wide strategies, ICT projects, or justice reforms.
Strong knowledge of e-governance, ICT for development, and digital transformation in the public sector.
Excellent analytical, facilitation, and report-writing skills.
Education
Advanced degree in Law, ICT, Business Administration, Public Policy, Governance, or related fields.
Languages
Outstanding written and verbal skills in English.
