Ministry of Finance, Planning and Economic Development is a Government Ministry which plays an important role to ensure mobilization of public resources for the whole Government. The Ministry commonly known as Ministry of Finance is further charged to oversee how these resources are accounted for as they target to benefit all Ugandans.
The Ministry is also concerned with matters of achieving the fastest rate of economic transformation alongside emerging economies. It targets to formulate sound economic policies that lead to sustainable economic growth and development. The ministry is organized with Directorates of Budget, Economic Affairs, Accountant General’s Office and departments of Finance and Administration.

The Government of Uganda (GoU) has, since the early 1990s, been pursuing strategic reforms in Public Financial Management (PFM) systems aimed at supporting the Government's goal of poverty eradication through the achievement of good governance, sustainable growth targets and a stable macroeconomic environment as reflected in the National Development Plan and Vision 2040.
The Government, through the Ministry Finance, Planning and Economic Development, is implementing the Resource Enhancement and Accountability Programme (REAP) as the prime framework for the implementation of the Public Financial Management (PFM) Reform Strategy (2018-2025). The overall objective of the REAP is to enhance resource mobilisation, improve planning and public investment management, and strengthen accountability for quality, efficient and effective service delivery.
Pursuant to the above objective, a Domestic Resource Mobilisation Strategy (DRMS - 2019/20 - 2023/24) is under implementation. The Strategy was developed in collaboration with Government institutions and key stakeholders including the Uganda Revenue Authority, Development Partners and Civil Society. The core objective of the DRMS is to improve revenue collection by enhancing the tax-to-GDP ratio to between 16-18% in the next five financial years. It is expected that this will bring Uganda closer to the peers in Sub-Saharan Africa.
The Ministry requires the services of qualified and experienced individuals to support implementation of the DRMS.
Strategy Development:
Develop comprehensive DRM strategies to enhance domestic revenue collection.
Identify and evaluate potential sources of domestic revenue, including taxes, non-tax revenues, and public assets.
Formulate policies to improve tax compliance and broaden the tax base.
Policy Analysis and Advisory:
Conduct analysis of existing tax policies and revenue systems.
Provide policy advice to government officials and stakeholders on tax reform and revenue mobilization strategies.
Recommend best practices and innovative approaches for DRM.
Capacity Building:
Design and implement capacity-building programs for tax administration and revenue authorities.
Train government staff and stakeholders on DRM strategies and tools.
Facilitate workshops, seminars, and training sessions on DRM topics.
Stakeholder Engagement:
Engage with various stakeholders, including government agencies, private sector, civil society, and international organizations.
Facilitate dialogue and collaboration among stakeholders to support DRM initiatives.
Advocate for policy changes and reforms to enhance domestic resource mobilization.
Research and Data Analysis:
Conduct research on DRM trends, challenges, and opportunities.
Analyze data related to revenue performance, economic indicators, and fiscal policies.
Prepare reports, policy briefs, and research papers on DRM topics.
Monitoring and Evaluation:
Develop and implement monitoring and evaluation frameworks for DRM initiatives.
Track progress and assess the impact of DRM strategies and policies.
Provide recommendations for adjustments and improvements based on evaluation findings.
Technical Assistance:
Provide technical assistance to government agencies in implementing DRM strategies.
Assist in the design and implementation of tax systems and revenue collection mechanisms.
Support the development of legal and regulatory frameworks for DRM.
Project Management:
Manage DRM projects and initiatives, ensuring timely and effective implementation.
Coordinate with project teams, donors, and partners to achieve project objectives.
Monitor project budgets and resources, ensuring efficient use of funds.

A Master’s degree in economics, public finance, public policy, international development, or a related field.
Advanced degrees or certifications in taxation, financial management, or public administration are advantageous.
Experience:
Extensive experience in public finance management, taxation, or economic policy.
Experience working with government agencies, international organizations, or non-governmental organizations on DRM projects.
Proven track record of developing and implementing DRM strategies and policies.
Skills:
Strong analytical and research skills, with the ability to analyze complex data and policies.
Excellent communication and presentation skills, with the ability to convey complex information to diverse audiences.
Strong project management skills, with the ability to manage multiple projects simultaneously.
Proficiency in using analytical tools and software for data analysis and research.
Knowledge:
In-depth knowledge of public finance, taxation systems, and economic policies.
Familiarity with international best practices and standards in DRM.
Understanding of the political and economic context of DRM in different countries.
Abilities:
Ability to work effectively with diverse stakeholders, including government officials, donors, and civil society.
Strong problem-solving skills, with the ability to develop innovative solutions to DRM challenges.
Capacity to work independently and as part of a team, with strong organizational and time management skills.
Other:
Willingness to travel domestically and internationally as required.
Fluency in English is essential; knowledge of other languages is a plus, depending on the region of work.
