Job Description

Project Summary
The Local Partner Health Services – North & Southwest Activity, implemented by the Joint Clinical Research Centre (JCRC), supports the continuation of technical assistance for district-based, integrated HIV/AIDS and TB services across nine districts in the Acholi sub-region. The primary goal of the project is to increase the availability, accessibility, and utilization of high-quality, integrated HIV and TB services.
General Position Summary
The Data Clerk will work under the supervision of the Health Unit In-Charge as part of the facility team. The role involves supporting the implementation of strong data management systems, promoting high standards of data quality at all service delivery points, and ensuring timely submission of accurate HIV/TB data while upholding integrity and confidentiality.
Duties, Roles and Responsibilities
Collaborate with unit in-charges across service delivery points to ensure completeness of data in patient files and registers.
Work with various facility departments to generate and submit timely, accurate, complete, and valid data to MoH and PEPFAR systems.
Receive, compile, and submit HIV/TB-related data requests and calls.
Update national EMR systems using paper-based patient records.
Manage and maintain electronic data systems—including EMR, DHIS2, Prevention Tracker, eCBSS, YAPs MIS, TB-INFO, PIRS, and CQI—by ensuring they are consistently updated with current data.
Maintain both hardcopy and electronic data files and reports in line with program regulations.
Strengthen data utilization at the facility level through consistent use of audit tools to identify gaps, support decision-making, and track progress on key performance indicators.
Ensure security of all donor IT equipment and data at the facility.
Maintain high data quality standards by verifying entered data against source documents.
Clean program data in all databases according to data quality protocols.
Participate in facility Quality Improvement (QI) activities, including data collection, summarization, entry, and basic analysis.
Support healthcare workers in conducting data quality assurance according to SOPs and job aides.
Build the capacity of health workers to use EMR systems and databases to enhance patient care.
Ensure secure and regular backups of patient-level data, both onsite and offsite.
Perform any other duties as assigned in alignment with project needs.

Qualifications, Education and Competencies
Bachelor’s degree in Statistics, Quantitative Economics, Population Studies/Demography, or a related field.
Minimum of one year of experience working with Uganda EMR, PIRS, DHIS2, and other MoH/PEPFAR data systems.
Hands-on experience in updating, analyzing, and applying weekly audit tools.
Strong computer skills, including proficiency in MS Word, Excel, and PowerPoint.
Effective verbal and written communication skills, with the ability to follow written and oral instructions.
Ability to multitask, work within set timelines, and function effectively in a team.
Strong numeracy skills, attention to detail, and a high level of accuracy in alphanumeric data entry.
