Community Service Assistant – In-Line Chlorination (ILC)

Position Overview
As a Community Service Assistant (CSA) for the In-Line Chlorination (ILC) program, you will be the key link between Evidence Action and the community. You will manage chlorine supplies, perform regular device maintenance, engage with local stakeholders, and ensure reliable access to safe water in rural settings.
This role is 90% field-based and involves hands-on work with chlorination devices installed at community water points.
Reports to: Lead Field Officer / Associate Coordinator, ILC
Direct Reports: None
Duties, Roles and Responsibilities
Conduct regular maintenance and servicing of ILC devices to ensure proper function
Refill chlorine and adjust dosage levels using chlorine testing tools
Access elevated water tanks to service and adjust devices as needed
Safely handle, transport, and track chlorine and device stock
Maintain accurate field records and complete all required documentation
Engage with community members and promoter volunteers to support ILC adoption
Troubleshoot device issues and escalate unresolved matters to supervisors
Collect and submit field data using smartphones
Uphold integrity in managing all organization assets and field materials
Key Performance Indicators (KPIs)
Chlorine stock-out rates
ILC device functionality and uptime
Number of sustained functional devices
Retention of local promoter volunteers
Qualifications, Education and Competencies
Certificate or Diploma in Plumbing, Water Engineering, or related technical field
Uganda Advanced Certificate of Education (UACE) or UBTEB from a recognized vocational institution
1–2 years of experience in community-based roles, preferably with NGOs or social enterprises
2+ years hands-on experience in water system plumbing, especially in rural settings
Familiarity with chlorination/dosing systems is an added advantage
Basic understanding of water quality testing
Ability to interpret plumbing diagrams and technical manuals
Stock management experience is a plus
Proficient in computer and smartphone use for data entry
Must know how to ride a motorcycle with a valid license from a recognized driving school
Fluent in English, Lugisu, and Lusoga (other local languages are a plus)
