The Uganda National Oil Company (UNOC) Limited is a limited liability company fully owned by the Government of Uganda. It was established under the Petroleum (Exploration, Development and Production) Act and the Petroleum (Refining, Conversion, Transmission and Midstream Storage) Act, both enacted in 2013, and incorporated under the Companies Act, 2012.
UNOC is mandated to manage the State’s commercial interests in Uganda’s oil and gas sector, ensuring sustainable exploitation of petroleum resources.

JOB TITLE: Civil Engineering Lead (1 Vacancy)
REPORTS TO: Manager, Technical Services
Job Purpose:
To serve as the lead technical expert in civil engineering for UNOC, providing strategic guidance and oversight for the planning, design, and execution of all civil works. The role ensures compliance with industry standards, project specifications, and regulatory requirements, while supporting the safe and efficient delivery of engineering solutions across the organization.ommunication skills.
Duties, Roles and Responsibilities
Lead and supervise the design, execution, and completion of all civil engineering works, ensuring alignment with project standards, codes, and best practices.
Review and approve project documentation including civil drawings, construction materials, installation methods, and technical specifications.
Monitor contractor performance and recommend corrective actions to mitigate risks, prevent project delays, and ensure quality standards.
Provide expert input on civil engineering aspects of project budgets, procurement strategies, modifications, and cost control measures.
Coordinate essential activities such as topographical and geotechnical surveys, materials testing, and acquisition of permits and approvals from regulatory authorities.
Perform quality assurance and compliance checks for both in-house and contractor-provided designs and operations.
Develop preventive and corrective maintenance schedules to support uninterrupted plant and infrastructure operations.
Offer engineering support during design reviews, installations, commissioning phases, and operational troubleshooting.
Ensure strict adherence to Health, Safety, Social, Security, and Environmental (HSSE) standards during project planning and execution.
Monitor and evaluate contractor progress against defined KPIs, and report on weekly performance and project milestones.
Oversee documentation processes, archiving procedures, and ensure implementation of safety standards throughout the project lifecycle.
Provide mentorship and technical support to junior engineers and technical teams, promoting capacity building and professional development.
Carry out any other duties as may be assigned by the supervisor from time to time.

Qualifications, Education and Competencies
Bachelor’s Degree (Hons) in Civil Engineering from a recognized university.
Registered with the Engineers Registration Board (ERB) with a valid practicing license.
Professional certification in Project Management (e.g., PMP, PRINCE2, MPM) or relevant training is an added advantage.
Certification or working knowledge in Quality Management Standards (e.g., Six Sigma, ISO 9001, CMQ/OE, CQA) is desirable.
Minimum of six (6) years of relevant work experience in the petroleum, manufacturing, or construction sectors, with at least three (3) years in a supervisory or team leadership role.
Familiarity with Oil & Gas industry technical standards is an added advantage.
Skills & Competencies:
Proficiency in Civil Engineering CAD and analysis software (e.g., AutoCAD, Civil 3D, STAADPro, SAP2000, ETABS, Tekla, Revit).
Strong project planning and management abilities.
Expert knowledge in civil engineering design, standards, and construction management.
Understanding of process and safety engineering principles.
HSSE leadership and commitment to workplace safety and compliance.
Stakeholder management, negotiation, and influencing skills.
Ability to lead multidisciplinary teams and mentor junior staff.
Excellent coordination, collaboration, and communication skills.
