Job Description
Reporting to the relevant unit manager, the Civil Engineer Technician will be responsible for compiling technical business plans and providing technical evaluation of proposed municipal infrastructure projects. The role includes project-managing both labour-intensive and capital projects, ensuring compliance with the Expanded Public Works Programme (EPWP) framework, quality standards, and government regulations. The technician will also arrange project meetings, conduct site visits, manage cash flows, verify payment certificates, and update project performance data in national databases such as MIG-MIS. This role is crucial to ensuring that infrastructure projects are delivered on time, within budget, and aligned with the municipality’s Integrated Development Plans (IDPs) and regional growth objectives.

How to Apply
Compile technical business plans for infrastructure projects.
Provide technical support and evaluate proposed projects in line with municipal IDPs and regional development plans.
Manage labour-intensive projects under the EPWP framework, including required reporting.
Manage capital projects in line with quality criteria and industry guidelines.
Arrange and chair regular project progress meetings.
Ensure legal compliance with conditions from different spheres of government.
Conduct site visits/meetings to ensure compliance with business plan conditions.
Manage cash flows and committed project expenditure.
Verify payment certificates and prepare monthly payment schedules.
Maintain accurate project performance data on national databases (e.g., MIG-MIS).
Assist with the implementation of other municipal infrastructure programmes.

Minimum Requirements
National Diploma in Civil Engineering.
Minimum of 5 years’ experience in civil engineering.
Knowledge of local government policies and regulatory frameworks.
Valid driver’s license.
Computer literacy.
Competencies

Ability to conduct site inspections and ensure compliance.
Financial management skills for handling cash flows and expenditures.
Good communication and interpersonal skills for stakeholder engagement.
Attention to detail and strong analytical ability.
